"We are still investigating to find out what was used in the explosion," a policeman said over telephone. Without its own helicopter fleet, police spends nearly Rs.240 annually to hire helicopters from private operators. The Home Ministry had requested Rs.570 million for the purchase of Russian MI-17 transport helicopters to improve its mobility and save costs.
