Parliament approves government policy

Parliament approved government's programmes and policies by majority vote Sunday paving the way for the presentation of the annual budget by Finance Minister Dr.Ram Sharan Mahat Monday.

Deputy Speaker of the House of Representatives Chandra Lekha Yadav told parliament Sunday Dr. Mahat will present the budget to parliament. The government's polices and programmes were earlier outlined in a traditional speech from the throne by King Gyanendra.

Despite continuing calls for the resignation of Prime Minister Girija Prasad Koirala, the opposition has not obstructed parliament proceedings during the current budget session. The winter session could not conduct business earlier this year because of the opposition boycott of parliament.
Opposition stalled parliament proceedings in the winter demanding Koirala's resignation for his perceived involvement at leasing a Boeing 767 aircraft for Royal Nepal Airlines at inflated rates from Austria's Lauda Air.

Opposition and the ruling Nepali Congress party are discussing Koirala's resignation in the sidelines as parliament meets for the budget session. Koirala has proposed a 14 point programme for unity and national consensus to resolve the current impasse in the kingdom created especially after the carnage at the Royal Palace and the spiralling Maoist threat. nepalnews.com br July 8


Army Chief returns Home

Chief of the Army Staff Prajwalla Shumshere J.B. Rana returned home on Sunday after a week-long visit of the United Kingdom at the invitation of Chief of the Defence Staff Admiral Sir Michael Boyce, an announcement said.

Gen. Rana left for London last Sunday accompanied by his wife Sindhu Rajya Laxmi Devi Rana.
The trip was part of an exchange of visits by senior members of the armed forces of the two countries to discuss bilateral co-operation, sources said.

Staff Lieutenant General Durganath Aryal, the Acting Chief of the Army Staff received the Army Chief at the airport. Government earlier denied newspaper speculation that Gen. Maoists set off explosions at PM's Biratnagar residence

Nobody was injured in explosions set off by Maoists near the residence of Prime Minister Girija Prasad Koirala in his hometown Biratnagar, Saturday night, police said. Security has been strengthened around the house after the explosions.

Several vehicles were damaged in blasts at the workshop of Shripadi Trading Concern, a royal business concern in the outskirts of the capital Sunday morning, eyewitnesses and police said. In another incident, extensive damage was caused by explosions set off by rebels at a metal factory in Hattiban in Lalitpur district.

A pressure cooker bomb exploded at the residence of the chief district officer of Parbat Saturday. A police outpost was also damaged in an attack near Tansen in Palpa district Friday, police said. Insurgents have spread terror nation-wide by planting bombs ahead of a strike Thursday to protest what they call stiff new administrative measures to curb strikes and other forms of protest.

NEPSE index falls 3.77 percent

The NEPSE index slipped by 3.77 points at the end of five-day trading Friday. Trading opened at 331.05 points Monday and closed at 327.28 points Friday.

Commercial bank index fell 10 points during the week. Altogether 214,860 shares of 44 companies valued at Rs.24 million were traded through 933 transactions during the week.

Acharya quits as NC spokesman

Central Committee member of the ruling Nepali Congress party Narahari Acharya resigned Saturday from the post of central spokesman of the party.

Acharya said that he resigned from the post of spokesman as he had differences with a senior leader of the party on issues concerning the recent royal palace incident. Acharya would not elaborate and did not specifically mention the name of party’s senior leader with whom he had differences.

He said that he met with Prime Minister and party president Girija Prasad Koirala Saturday morning and handed over the resignation letter. The party has not taken any decision on Acharya’s resignation. 

He will remain as acentral committee member of the party.

Maoist rebels kill 40 policeman

Forty policemen were killed in three separate attacks of Maoist insurgents in Lamjung, Gulmi and Nuwakot Friday night, police said.

Insurgents of underground Communist Party (Maoist) attacked and blew up police posts in Bichaur of Lamjung, Wamitaksar of Gulmi and Taruka of Nuwakot Friday night.

According to police, 21 policemen were killed in Bichaur of Lamjung, nine in Wamitaksar of Gulmi and 10 in Taruka of Nuwakot. Several others have been injured in the incidents. Those who were injured have been flown to Kathmandu for treatment.

Insurgents have also taken away arms and ammunition from all three police posts. Maoist insurgents have intensified attacks against police recently. More than 1800 persons have been killed in the last five years since the Maoists launched the armed insurgency. They are seeking to overthrow monarchy and multi-party democracy.

76 prisoners freed

Seventy-six prisoners were freed Saturday from various prisons after government commuted their remaining sentences to mark the 55th birthday of King Gyanendra who ascended the throne on June
4, the Home Ministry said.

Gyanendra succeeded King Dipendra who was never crowned king after the assassination of King Birendra. World leaders including Chinese President Jiang Zemin, Pakistan President General Pervej Musharraf, Britain's Queen Elizabeth, Japan's Emperor Akihito among others sent birthday greetings to the King.

The first birthday of the new king was a low key affair this year because of the shoot-out in which 14 royal family members and relatives were killed or injured. nepalnews.com br July 7


Tripathi resigns

Member of parliament Hridesh Tripathi resigned as vice-president of the Nepal Sadbavana pary hours after an unilateral appointment Thursday, an party announcement said.

Party president Gajendra Narayan Singh made the appointment. Tripathi said he resigned because he was not consulted and learnt of his appointment only through newspapers. Sadbavana is the fouth largest party in parliament. nepalnews.com br July 7


Maoists bomb Annapurna Conservation office

A group of armed Maoists Friday night bombed the head office of the Annapurna Conservation Area at Hariyokharka near the resort town of Pokhara causing extensive damage, police said.

A video room and library were destroyed in the attack. A vehicle was damaged when rebels hurled a petrol bomb at the office of the Nepal Water Supply Corporation in Itahari Friday. Insurgents Thursday torched the office of the Nepal Electricity Authority in Panchkhal and a vehicle of the Authority in Bhatratpur in Chitwan Friday, police said. nepalnews.com br July 7


Maoists destroy  telephone tower

Maoists Thursday night blasted a telephone tower of the Nepal Telecommunications Corporation at Dhulikhel 35 kms east of the capital, police said.

Telephone services in the area have been disrupted after the blast. Maoist terror tactics continued in the capital and surrounding areas as more bombs or fakes were found Friday heightening tension ahead of a nation-wide strike Thursday to protest what the rebels call recent imposition of stiff regulations to curb strikes and other forms of protest.

Officials have been given sweeping powers to detain and curb movement of suspects who can seek redress from the Home Ministry. Security personnel Friday defused a bomb at Chabahil as fakes were found in Baudha, Kappan, Budhanilakantha and Manamainju, police and eyewitnesses

Nepal out of ICC trophy tournament

Nepal is out of the ICC trophy tournament even after a dramatic two run victory over Germany in Toronto Thursday, reports from Canada said. Nepal scored 175 runs for the loss of nine wickets in 48 overs when it elected to bat after winning the toss; Dipendra Chaudhary was top scorer with 52 runs.

Germany lost all their wickets for 173 runs in 47.3 overs. Namibia qualified for the next round from the group. nepalnews.com br July 6:


Maoist leader killed

Senior Maoist leader Prakash Ojha was killed by police last week, the underground party said in a published condolence message.

Ojha was killed during the party's organizational work, further details were not furnished. Ojha was nabbed in Mrigaulia in Morang district, the party said. nepalanews.com br July 6


Courts, judges to have own security

Courts and judges may soon have an independent security system. A seven member committee headed by Supreme Court Justice Top Bahadur Singh submitted a security plan to Chief Justice Keshav Prasad Upadhaya Thursday. The recommendations will be implemented soon.
