Wagle Jr. sent to jail

Devendra Wagle, accused in a corruption case with his father, former minister Chiranjibi Wagle, was sent to jail Wednesday after he failed to furnish a Rs.165 million bail slapped on him by a special Kathmandu court, court officials said.

The Commission for the Investigation for the Abuse of Authority (CIAA) filed corruption charges against the father, son and other members of the family. Wagle Jr. presented himself before the court Wednesday after absconding for several months. The son said he will furnish the bail.

Their Majesties on India visit

King Gyanendra and Queen Komal are leaving for New Delhi Thursday on a ten day visit during which they will visit the major pilgrimage sites in different parts of India and will meet the Indian President and Prime Minister while in New Delhi.

The visit according to foreign policy experts and political leaders would be instrumental in cementing the bilateral and age-old diplomatic and friendly relations between the two South Asian neighbours.

Leaders of the major political parties speaking in a special programme broadcast by Nepal Television Wednesday voiced that the King must clearly put forward Nepal's position on different bilateral and contentious issues so as to do away with any kind of misunderstanding that could surface between the two countries.

Their Majesties will leave for New Delhi today and in the course of the pilgrimage , they will visit the Rameshwaram Temple in Rameshwaram, Dwarikadheesh Temple in Dwarika and Sri Jagannath Temple in Puri. Their Majesties will visit Kanchi Kamakoti Peeth in Kanchipuram, Meenakshi- Sundareshwara Temple in Madural and Lord Venkateshwara Temple in Tirupati.

His Majesty will also inaugurate the Golden Jubilee Celebrations of the installation of His Holiness Jagatguru Sankaracharya Jayendra Saraswati of Kanchi Kamakoti Peeth in Chennai. Their Majesties will return home on March 30, 2003. nepalnews.com am Mar 20

RPP asks lifting of travel advisories

Rashtriya Prajatantra Party (RPP) Wednesday asked Prime Minister Lokendra Bahadur Chand to approach foreign embassies and ask them to withdraw travel advisories advising their nationals travel to Nepal was still hazardous after the January 29 ceasefire between the government and rebels to end a seven-year a communist insurgency.

RPP President Pashupati SJB Rana delivered a memorandum to the Chand government to ask foreign government to withdraw such travel advisory that was having a negative effect on tourist arrivals, a party notice said.

UML's Popular Movement Day

The CPN-UML said it will observe April 9 as Popular Movement Day every year from this year, a party announcement said Wednesday. The Party said it will observe the day multi-party democracy was restored 13 years ago to demonstrate its commitment to preserve the gains of the uprising.

The party meeting chaired by General Secretary Madav Kumar Nepal made the decision Wednesday.

The party has charged King Gyanendra for acting against the spirit of the popular movement by sacking Prime Minister Sher Bahadur Deuba on October 4 last year by assuming executive powers after a constitutional break-down. nepalnews.com br March 19


Col. Pun, Mahara meet jailed Maoists

Chief government negotiator Col. Narayan Singh Pun and Maoist negotiator Krishna Bahadur Mahara Wednesday jointly met ailing arrested Maoist central committee members Krishna Bahadur Khadka and two others in Gorkha where they are held, a facilitator said.

Human rights activists and relatives said the trio are being held at an army camp in Gorkha, the home distict of Dr. Baburam Bhattarai. Human rights activists have pressed for their release on medical grounds.

Col. Pun asks Maoists to join peace talks

Chief Government Coordinator Col. Narayan Singh Pun Wednesday asked a five-member Maoist
team, including its chief Dr. Baburam Bhattarai, to join delayed peace talks with firm assurances
they will not be arrested during negotiations.

Col. Pun, who is also Minister for Physical Planning, said this in a statement apparently issued to
assure the negotiating team that of their unhindered movement under clause 16 of a code of
conduct signed between the government and Maoists last Thursday to govern talks after criminal
cases were filed at Patan Appealate Court against rebel chief Puskha Kamal Dahal, Dr. Bhattarai
and about 600 other rebels after the January 29 ceasefire to end a seven-year bloody communist
insurgency.

Peace talks have yet to start after the two sided signed a code of conduct. Col. Pun and member of the Maoist negotiating team Krishna Bahadur Mahara said at the news conference to make public the detailed code that Dr. Bhattarai would arrive in the capital within one week to start the negotiations. 

Col. Pun asked the rebel team to appear in public "without any fear". Prime Minister Lokendra Bahadur Chand told reporters in Dhangadi last week talks would start only after three weeks. 

Government and Maoists have not named specific dates and places for the talks; Maoists have
demanded an atmosphere should be created by the release of prisoners; rebels claim they do not
have any.

Mahara and another senior rebel leader D.N. Sharma are moving around Kathmandu paving the way
for talks. "The nation and people are eager that the talks should get underway," Col. Pun said. nepalnews.com br March 19


Flights unaffected

Flights to East Asia and the Gulf region from Nepal remain unaffected so far by an outbreak of
atypical pneumonia from Hong Kong and South China and an imminent war in the Gulf region.

Altogether 136 passengers, mainly Japanese and South Koreans, are booked to fly in by a Royal
Nepal Airlines (RNAC) flight from Osaka and Shanghai Wednesday evening, a RNAC official said.

Another 136 passengers, mainly Nepalis, are booked to fly in from Hong Kong Thursday aboard
another RNAC flight with a 190 passenger capacity with an almost equal number of passengers
flying out in the thrice weekly flights between Kathmandu and the island, the same source said.

RNAC flies thrice a week to Hong Kong and twice a week to Osaka via Shanghai from Kathmandu.
"Traffic is normal to East Asia," the RNAC official said. 

Outbreak of the disease has triggered a global health alert. RNAC is flying to Dubai as scheduled later Wednesday and Qatar Airways is maintaining its operations between the Gulf and Nepal, officials of both Airlines said. "Flights to Dubai are on," the RNAC official said. 

Nepal has stopped issuing work permits for nationals going to Kuwait with immediate effect.

SC issues show cause notice on 'Rajya Rajauta' abolishment writ

The Supreme Court Wednesday issued a show cause notice to the defendant in the writ petition seeking the scrapping of facilities and perks being given to the "Rajas" in Salyan, Jajarkot, Mustang and Bajhang even when the system was discontinued and abolished a long time back.

In the writ petition, the petitioner has questioned the practice of giving facilities to individuals for their title of "Raja" on the basis of lineage. Though the Raja-Rajauta Regulations of 2017 B.S. and the regulations of 2044 BS has clearly stated the system has been abolished and no power can be exercised by the Rajautas, the clause three of the same regulation has stated that the facilities being given to them however would be continued.

It has been stated in the writ petition that the system of giving facilities to the Rajautas is against the Article 11 of the Constitution of Nepal 1990. nepalnews.com am Mar 19


Maoists flexible regarding constituent assembly: Nepal

General Secretary of the Communist Party of Nepal (United Marxist-Leninist) Madhav Kumar Nepal told cadres at the party's headquarters in Balkhu Tuesday that Maoist leaders Pushpa Kamal Dahal alias Prachanda and Dr. Baburam Bhattarai during a meeting with him had indicated they were ready to drop the demand for the constituent assembly.

Nepal claimed that the two Maoist leaders were somewhat flexible regarding their demand for the Constituent Assembly. He quoted the leaders as saying that the Constituent assembly was only a means and not an end in itself.

Nepal said his party had left all options open. He also asked the Maoist leaders to clarify their views on their demands relating to the round table conference and interim government.

Govt. decides to allow Nepalese to work in Afghanistan

Following demands for Nepali workers from war ravaged Afghanistan, the Ministry of Labour has decided to allow Nepalese labours to go to Afghanistan to work in different social sectors, ministry sources said.

King receives property commission report

Supreme Court Justice Bhairab Prasad Lamsal Tuesday submitted an exhaustive report on the assets of politicians, officials and their families to King Gyanendra who later handed it over to Prime Minister Lokendra Bahadur Chand for implementation. 

Justice Lamsal handed over the study to the King on the last day of the Commission's one year term. The Commission was later dissolved. 

Commission Chief Lamsal did not reveal details of the report at a news conference later. But he said persons who did not submit their property inventory had been black-listed in the report. The report has recommendations. 

Lamsal told Nepal Television the government should reveal their names of black-listed persons. Altogether 30,594 politicians and officials and 1,216 army personnel submitted property details; altogether 41,900 forms had been distributed for submission of details.

Govt. stops giving work permits for Kuwait

As the United States and allies prepare to strike Iraq, government withdrew and has stopped issuing work permits for Nepalis seeking jobs in Kuwait, the Department of Labour announced Tuesday. 

The ban on Nepalis going to the region could be extended to other areas. The government took the decision following developments in the Gulf, the Department said.

Nepal trounces Afghanistan 4-0

Nepal trounced Afghanistan 4-0 Tuesday in the preliminary Group C match of the Asia Cup 2004. 

Niranjan Rayamajhi netted two goals opening the score in the first half while Hari Khadka and Dipak Lama scored one goal each; Lama converted a free kick from Khadka just before the whistle. 

Nepal plays Kyrgystan Thursday. Afghanistan defeated Kyrgystan in the opening match of the tournament Sunday. A draw with Kyrgystan will qualify Nepal for the next round. 

Afghanistan is participating in its second international soccer tournament in more than two months after years of isolation; it emerged in the South Asian soccer scene by participating in the Dhaka South Asian Football Federation Games in January. Beijing will host the finals in 2004.
