Maoist students threaten strike resumption

Maoists students Friday threatened to resume strikes at campuses if the Tribhuvan University does not stop intervention by authorities in educational institutions, students said. 

Maoist student chief Devendra Parajuli issued the threat after suspected security personnel entered Patan Campus and took photographs of Maoist students holding their first public meeting inside the campus after a January 29 ceasefire between the Government and Maoists to call off a seven year insurgency. 

Students charged the University of failing to implement an agreement with the students to stop administrative interference in campuses. University authorities, including Vice Chancellor Prof. Dr. Govind Prasad Sharma, intervened to restore calm. nepalnews.com br March 21


75 Nepali illegals amnestied

At least 120 Nepalese will benefit from the general amnesty for illegal immigrants in the United Arab Emirates (UAE), said a resident coordinating with the Nepali Embassy in Riyadh, Saudi Arabia, the Gulf News website reported Friday.

Chandra Prasad Sapkota, former president of the Nepali Welfare Society in the UAE, said the incidence of illegal immigrants among Nepalisin the UAE is comparatively low. So far 75 Nepalese illegals have been issued outpasses to benefit from the amnesty and leave the country without punishment. 

He said: "We had expected earlier that few hundred would seek amnesty, but evaluations suggest the number to be even lower." He and the embassy in Riyadh now expect 30 to 40 more amnesty seekers 
from the community by the end of the grace period.

"We expect a very small number of people to leave under the amnesty. They became illegal due to some unavoidable circumstances, such as overstaying while seeking overdue salaries. 

"Now representing his government to promote Nepal's tourism in the region, he said there are hardly any Nepalis entering the UAE illegally. "I urge all of them to use the clemency, otherwise it will be extremely difficult at the end when all the immigration centres will be crowded, and one may not be able to leave in time to avoid jail terms and  fines."

Sapkota also advised absconders holding valid visas to come forward and seek amnesty. "It is 
a wrong impression that having a valid visa, but absconding from the sponsor and working elsewhere, makes you a legal resident."

He advised them their cases will be discussed with their employers to help recover their dues. "We have an effective system managing the Nepali workforce abroad. Workers are strictly advised to immediately approach their embassies and consulates for help if they have any problem with their employers."

Referring to problems between workers and employers, he said: "We approach the employers when workers come to us for help, and solve their problems."

End war says Nepali Congress, other details

The Nepali Congress central committee Thursday called for an end to the Iraq war and the complete destruction of all weapons of mass destruction, including chemical and biological, the party said. 

"We believe that solution to all unresolved issues should be found within the framework of the relevant United Nations Security Council resolution," a statement said. The party called the war outbreak "unfortunate". 

Students loyalists of the CPN-UML Friday morning burnt American flags at campuses in the Valley and raised anti-American slogans, eyewitnesses and students said. Public protests against the invasion have, so far, been low key. 

Nepalis are beginning to feel the effects of the war. Television footage Friday showed what looked like British Gurkhas participating in ground operations against Iraq as British and American troops began moving into Iraq from bordering Kuwait, reports from the region said. 

Hours after aerial attacks Thursday, petrol pumps in the Valley started unilaterally rationing 10 liters of petrol as drivers Friday waited in long queues for the second successive day to fill up their tanks; petrol was available on demand Wednesday in unlimited quantity before the outbreak of war. 

But authorities claim fuel stocks are adequate and the shortage of petrol and kerosene is artificial. Some Nepalis working in the Gulf have started returning home in trickles; an estimated 500,000 Nepalis work there; government does not have an accurate figure of Nepalis in the region. 

"There is no need for panic. Embassy officials from Saudi Arabia are monitoring the situation in Kuwait. Government has a contingency to evacuate people to Saudi Arabia from Kuwait should the need arise and care for them for a fortnight," a Foreign Ministry Spokesman Dr. Madan Bhattarai said.

NSP forms preparatory committee for general convention

The Nepal Sadbhawana Party (NSP) Thursday formed a general convention main preparatory committee to hold the party's fourth general convention, which starts on March 25 in Saptari.

NSP acting national chairman Badri Prasad Mandal heads the committee. Similarly, a 251-member committee has been formed under the convenorship of party joint general secretary Mrigendra Kumar Singh in Saptari.

Similarly five different committees have been formed at the center, according to party spokesman Muktinath Mandal. Party leaders and government representatives from India, China, North Korea
and Bangladesh and the 21 embassies in Kathmandu have been invited to the general convention.

According to party spokesman Mandal, elections will be held for the chairman and the 15 members of the national executive committee. UML not to participate in peace talks if all-party govt. not formed

General Secretary of the Communist Party of Nepal (United Marxist-Leninist) Madhav Kumar Nepal said Thursday that his party would not participate in the peace dialogue unless steps were initiated to form an all-party government.

Speaking to a gathering of party workers in Nepalgunj, Nepal said the Maoists are in the process of holding dialogue with the Chand government, which has not been given validity by the CPN (UML). 

He said the CPN (UML) would not participate in the peace dialogue being planned by the government that did not have the recognition of neither the political parties nor the general people. nepalnews.com am Mar 21


Govt. appeals families of Nepali workers in Kuwait to give whereabouts

The Ministry of Labor Thursday issued an appeal to all the families of Nepalis working in the Gulf countries to inform the ministry about the whereabouts of their relatives so that it would be easier to rescue them if there was a need to do so in the backdrop of the US-Iraq war.

The Ministry has asked the concerned families to call up the number 4244584 and 4241963 to provide the information. Similarly, the concerned families can also call the numbers 4477671 and 4477672 of the Labor and Employment Promotion to give the whereabouts of their relatives.

Meanwhile the Royal Nepal Embassy based in Riyadh is reported to have dispatched a team of Nepalis officials at the Kuwait-Saudi border to rescue the Nepalis working in different parts of Kuwait.

The embassy according to published reports has requested Nepalis organizations in Kuwait to ask the Nepalis to gather in a particular location so that they can be rescued easily.

Former minister Gupta taken into custody for corruption charges

Former Communication Minister Jaya Prakash Prasad Gupta was arrested for the second time Thursday on charges of amassing property beyond his earning sources. 

The Commission for Investigation of Abuse of Authority (CIAA) filed a charge sheet against Gupta at the Special Court Thursday after he failed to show the earning sources for the property registered in his name.

Property worth Rs. 20.43 million has been registered in his name and his family's name. The CIAA has claimed that Gupta was only able to show the earning source of his property worth Rs 3.52 million. 

In the lawsuit filed against Gupta, the CIAA has appealed to the court to seize the misappropriated amount, fine Gupta on the misappropriated amount and also declare a five-year jail term against him.

The CIAA had initially acquitted Gupta on the case relating to the import of mobile phones. Gupta had been charged of embezzlement while allowing permission to import mobile phone sets. Nepalnews.com am Mar 21


Fear of fuel shortage grips Kathmandu, NOC says no reason to panic

No sooner the US- Iraq war began Thursday morning the capital city of Kathmandu was gripped by fears of fuel shortage and long queues in the gas stations was a common sight.

The demand for petrol shot up by 40 percent Thursday and consumers had to queue up for hours before getting their vehicles refilled. The Department of Supplies made surprise checks on certain locations in the valley and initiated action against four petrol pump owners for trying to create artificial shortage of petrol, kerosene and diesel.

The Nepali Oil Corporation (NOC) sources ruled out the scarcity of petrol and other POL products and said the NOC was getting a regular supply from India and it also had a stock for another one month. nepalnews.com am Mar 21


King, Vajpayee discuss peace process

India has welcomed the peace process in Nepal, Himalayan Times reported Friday quoting spokesman of the Indian foreign Ministry Navtej Sarna.

Prime Minister Atal Bihari Vajpayee hosted a dinner for King Gyanendra who arrived in New Delhi Thursday evening with Queen Komal to begin a 11-day pilgrimage tour of India, the newspaper said.

The King and Vajpayee also discussed the U.S.-led attack on Iraq, the newspaper aid. "He, however, stressed on the need for restoring multi-party democracy and political stability in the neighbouring country," Sarna added.

India, during the meeting, reiterated her willingness to help Nepal and details will be worked out during further meetings between the King and the Prime Minister, the newspaper reported.

President A.P.J. Abdul Kalam will host a dinner for the King and Queen Friday. The King and Queen leave on a pilgrimage tour of South India Saturday.

Five top policemen suspended

Senior Superintendent of Police (SSP) Kalayan Kumar Timilsina, SSP Kiran Kumar Gautam, SP Basanta Raj Kunwar, SP Tapendra Dhoj Hamal and Inspector Basanta Bikram Rana were suspended Thursday to probe corruption charges against them, the Home Ministry said.

The Ministry said the senior police officers were suspended on the recommendation of the Commission for the Investigation for the Abuse of Authority (CIAA) which is probing the charges.

The Ministry said the officers were suspended to prevent possible tampering with evidence during investigation. nepalnews.com br March 21


Chhetri completes peace run

Lal Bahadur Chhetri, 23, completed a 1,024 kms peace run from Kanchanpur to Kakarvitta in Jhapa Thursday, race organizer Nepal Karate Federation said.

MCC wins second outing also

Visiting Marylebone Cricket Club (MCC) beat Nepal Colts by four wickets in its second outing in Nepal Thursday.

Nepal Colts scored 156 runs in 44 out of the allotted 45 over after the visitors won the toss and elected to field.

Charges filed against Gupta and family

The Commission for the Investigation of the Abuse of Authority (CIAA) Thursday filed corruption charges against former minister Jayaprakash Prasad Gupta and his family, the investigating agency said.

The CIAA said Gupta and his family hold Rs. 28 million in accounted wealth. The agency has pressed for the confiscation of the property and a five-year jail sentence. The CIAA earlier withdrew corruption charges against Gupta for giving import licenses for mobile phones beyond national needs. nepalnews.com br March 20


Nepal moves up

Nepal moved to the second round of the Asia Cup 2004 despite a 2-0 loss to Kyrgyzstan in a preliminary Group C match Thursday at the Dashrath Rangashala on a better goal average. South Korea is hosting the next round matches.

Woman injured in blast

A woman was injured in an accidental explosion in the perimeter area of a military unit at an unspecified place in Salyan district Tuesday, the Defence Ministry said.

She is undergoing treatment at Bheri Anchal Hospital. An army customs patrol team seized smuggled and hidden rice and wheat from different places in Nawalparasi last Saturday, the Ministry said.

The patrol seized 175 quintals of rice, 107 quintals of wheat and another 33 quintals of inferior grade rice. An army medical team treated 221 locals at a temporary medical camp in Gulmi Wednesday. nepalnews.com br March 20
