Maoist students remove padlocks

Padlocks in 36 boarding schools were removed by Maoist students in the Valley Saturday following an agreement with a government negotiating team to implement uniform fees in private schools nation-wide from June 15, students and government negotiators said.

The agreement was reached between  Maoist students and a government team headed by Joint Secretary Laba Tripathi after two days of negotiations. "We will discuss the problem with other unions," said Tripathi.

The two sides have signed a five-point agreement, they said. The schools will not take fees until June 15 under the terms of the agreement, an announcement said.

Besides Maoists, seven other student unions affiliated with other opposition political parties are also conducting independent campaigns demanding reduced fees at the start of the new academic year.

The month-long Maoist campaign has also been temporarily suspended. The students have threatened to re-launch a campaign if  Saturday's agreement on a uniform fee structure being worked by another 11-member committee headed  Jai Giri, another senior Education Ministry official, is not enforced  from June 15. Maoist students formed a five-member committee to monitor the agreement,
they said.

The agreement came as school administrators threatened to close down educational establishments
indefinitely;  Christian missionary schools St. Xavier's  and St. Mary's threatened to withdraw from the country if the chaos in the education sector persists. nepalnews.com br May 25

Third phase protest announced

Five opposition parties will convene a two-day meeting of the dissolved parliament beginning May 28 in continuing protests against the King for what they call his regressive actions since October 4 last year when he dismissed Prime Minister Sher Bahadur Deuba after assuming executive powers, Nepali Congress Spokesman Arjun Narsingh K. C. said.

Members of the National Assembly, the permanent upper chamber of parliament, will also be invited, he said. On May 31, they will appoint representatives to dissolved local bodies after their five-year
elected tenure ended last year. The opposition comes one day after they boycotted an invitation of Prime Minister Lokendra Bahadur Chand to discuss nominating all party committees  to run local bodies until elections which are not expected before February 2004.

Government is contemplating new local bodies after amending a local government act by ordinance next month to replace government officials. The opposition will burn effigies of "regression" Saturday, the last day of celebrations to commemorate the conquest of Everest 50 years ago by Tenzing Norgay Sherpa and Sir Edmund Hillary.

Managers of the celebrations had asked the opposition to put off protests during the celebrations of the historic climb. The parties will observe blackouts and disrupt traffic as in the past, the opposition said. The parties will meet Monday to discuss the phase-wise protest movement.

In a bid to win their support, Prime Minister Lokendra Bahadur Chand told doctors Saturday that the opposition recommended  the King the formation of a government under article 127 of the constitution before the protests and they were obstructing peace talks between the Government and Maoists, Nepal Television said. Chand reiterated he will resign if it will resolve the present crisis. nepalnews.com br May 2

Bhutanese refugees cannot be given citizenship : Mahat

Former Foreign Minister Ram Sharan Mahat termed the recent outcome of the 14th Nepal-Bhutan ministerial level talks on refugee repatriation as faulty and said the agreement to consider giving citizenship to Bhutanese who wanted to stay back in Nepal was against national interests and the interest of the refugees, published reports said.

Speaking to newsmen at his residence on Saturday Mahat who who has already led three rounds of joint ministerial level talks on the refugee crisis said the flexibility shown by Nepal to consider granting citizenship to those Bhutanese who would not want to return is against national interests.

In the recent ministerial level talks, Nepal had shown a soft corner towards the demands of the Bhutanese negotiators saying that it would put under positive consideration the issue of awarding citizenship to those Bhutanese who were not for returning to their home country.

Mahat said the issue had already been internationalized but now with the recent decision of the government the issue has been made national rather than international.

The meeting had agreed that those identified as bonafide Bhutanese among those verified at the Khudnabari camp in eastern Nepal would be allowed to return to Bhutan very soon.

According to official figures only three percent of the nearly twelve thousand refugees verified at the camp have been put under the category of bonafide Bhutanese.

Over hundred thousand refugees have been residing in seven different UNHCR supported camps in eastern Nepal for the last twelve years after they were forcefully evicted from Bhutan. nepalnews.com am May 25
