NC-D decides to begin agitation against ‘regression’

Nepali Congress -Democratic (NC-D) Monday decided to organize a fresh round of protests against 'regression' beginning with a mass rally on April 16 in Katmandu, a leader of the NC-D said.

After a Central Working Committee Meeting at their party office in Maharagunj Monday, party leaders declared that the anti regression demonstrations will begin in a phase wise manner across the country.  

Talking to Nepalnews, central leader Minendra Rijal said, “We have decided to launch protests against regression from April 16. We could have started earlier but the party needed to do its homework to launch the agitations in an effective manner.”

In response to the question regarding NC-D’s agenda for the agitation Rijal said, “Basically the King has made a ‘big mistake’ by sacking a democratic government. This agitation will pressure the King into correcting this mistake.”

“However, it is acceptable to us if the King calls an all party government for fresh elections,” Rijal added. “Moreover, the most important agenda of our party is the ‘revival of constitutional processes’ and the ‘rescue of the country from the present political impasse,” Rijal said. nepalnews.com pd Apr 06 04

Another gold medal for Nepal at SAF games

Renuka Magar on Monday added another gold medal for Nepal in the 9th South Asian Federation Games by beating Bhutan’s Kinley Bidha in the finals of Bantam weight category in Taekwondo, reports from Rawalpindi said. Renuka accumulated 11 points conceding just two to her Bhutani opponent.

Likewise, Rajendra Bahadur Bhandari added one more silver to his collection after coming second in the 3000 in Steeplechase event in the ninth SAF Games. Bhandari had earlier grabbed a silver medal in 10,000 meters.

In wrestling Dharma Raj won a bronze medal. Nepal has won seven golds, 13 bronze and four silver medals till Monday.

INSEC visits Beni

The members of the Human Rights Treaty Monitoring Coordination Committee (HRTMCC) of Informal Sector Service Centre (INSEC) after returning to the capital from a ‘site visit’ at Beni said Monday the security forces stationed in Beni did not adopt appropriate measures to avoid a possible Maoist attack.

The members of the committee even accused the security forces for not ‘analyzing the situation in depth’ saying, “The security forces must have analyzed the Maoists' strategy behind the announcement of Gandak blockade”.

Stating that explosives are still scattered in and around the Beni Bazaar area, the committee has demanded the government clean up the area at the earliest ‘as children are still reported to have been injured and killed playing with the explosives, mistaking it for a toy.’

Bimal Chandra Sharma, an activist of the HRTMCC accused the army for not cooperating them in finding facts about the Beni skirmishes.

The members of the HRTMCC said this amidst a ‘fact finding program of the Beni incident’ in the capital on Monday. The HRTMCC report, however, is not clear regarding the exact figures of killed, injured and abducted during the skirmishes.

Three-day 'bandh' begins; life remains disrupted

The three-day general strike, or "banda" called by the Maoists has begun on Tuesday. The strike has shut down shops, business houses and educational institutions across the country, initial reports said.

The Maoists had announced the "bandh" one-month ago to mark the People's Movement of 1990 that toppled the then Panchayati regime restoring multiparty democracy.

It may be noted, Nepali Congress and CPN-UML, but not the Maoists, were the chief forces of the People's Movement of 1990 that made the King a constitutional monarch.

Meanwhile, the five agitating parties, including the NC and UML have called on the Maoists to withdraw the bandh to assist them in their "anti-regressive" movement.

"The five parties' movement is for a forward-looking outlet," Nepali Congress President Girija Prasad Koirala  said Monday. "Maoists should call back the bandh to help make the agitation successful, which is growing stronger."

Koirala was talking with reporters at the Ratnapark area, where the five parties launched sit-in protests on Monday.

"We will continue our movement," UML General Secretary Madhav Kumar Nepal told reporters. "But considering the bandh, we may have to make slight changes to the normal course of the movement ."

The five parliamentarian parties last week began a fresh protest against the Royal move of October 4, 2002, the day the King sacked elected Prime Minister Sher Bahadur Deuba.

India condemns Maoist arson on oil tankers

India Monday condemned the Maoist act of burning of 18 Indian oil tankers in Dhangadi on Sunday, requesting the Nepal government to ensure full security to Indian nationals and their properties in Nepal. 

Issuing a press statement today, spokesperson of the Indian External Affairs Ministry said that tough action should be meted out to the Maoists for their act. 

“This is a blatant act of terrorism and its perpetrators must be apprehended and punished for their crimes. The Government of India holds the leadership of CPN (Maoists) responsible for these incidents,” read the statement. 

Through the statement, India has also cautioned that such activities might pose risk to the security of the neighboring states if they are not checked on time. 

India has also made it a point to send feelers to the Nepalese regime, saying the monarch and the political parties should act toward finding a meeting ground.

“Both the Constitutional Monarchy as well as the political parties should demonstrate flexibility and forge a national consensus to deal with this situation with the urgency it deserves,” read the statement.

Anti-regression protests pass off peacefully

Barring minor incidents of confrontation between the anti-regression protestors and security personnel, Monday’s protests passed off peacefully by and large. 

Thousands of protestors took to streets from early in the morning. Rallies were also taken out in Lalitpur and Bhaktapur.

Students of Ratna Rajya Campus, Trichandra Campus, Saraswoti Campus and Amrit Science Campus staged protests against the police action during the agitations in the last three days. Traffic remained blocked for hours as the students burned tires on the road. 

Similarly, a sit-in program was organized at Ratna Park where top leaders of five agitating parties including Nepali Congress president Girija Prasad Koirala and UML general secretary Madhav Kumar Nepal took part. 

Professional groups such as Tribhuvan University Teachers’ Association and Nepal Bar Association and human rights groups joined in the protests, demanding restoration of democratic rights.

Reports from districts said demonstrations were held in Pokhara, Sunsari, Rautahat and Sindhuli. No violent incidents have been reported so far. nepalnews.com mbk April 5 04

Nepali Diaspora appeals for peace in Nepal

In an effort to have Peace, Reconciliation and Development in Nepal, the Nepali Diaspora have presented a six-point agenda to His Majesty the King, the political parties, civil society, and the Communist Party of Nepal (Maoist) urging them to seek solutions to the current political crisis in Nepal with the utmost urgency. 

Stressing on free and fair elections, the agenda has urged reconciliation between the King and the political parties and transparency and accountability by the political parties. It also seeks 
an end to acts of violence and intimidation by the Maoists as a prerequisite to resumption of peace talks.

Stating that the King, the Maoists, and the parliamentary political 
parties must move towards creating a liberal democracy complete with checks and balances and separation of powers, the Nepali Diaspora appeal states that the peace talks must be initiated, preferable under the United Nations.

60% increase in tourist arrivals by air: March 2004

Tourist arrivals by air for March 2004 increased 60% compared to the 
same period last year, resulting in a net gain of 11,649 visitors, a Nepal Tourism Board press statement said Monday.

The NTB release, quoting the Department of Immigration said a total of 31,198 visitors arrived by air during March 2004. Third country figures went up by 54% and Indian arrivals by 80%.

The increase in arrivals from USA was up 54 percent to 2,002 visitors, UK 53 percent to 2,520 visitors, Germany 33 percent to 1,976 visitors, Japan 3 percent to 2,530 visitors and India up by 80 percent to 7,928 visitors, the statement said. Third country arrivals of 23,270 visitors had a 75% market share.

The Chinese market is already showing signs of improvement after the launch of Air China on 30th of March, the release added. The market grew 76% compared to same period last year.

However compared to March 1999 figures of 36,646 arrivals, the March 2004 arrivals was still off by 15%.

Maoists kill three RNA men in Kavre

Maoists ambushed a truck carrying Royal Nepalese Army personnel in Kavre Monday, killing at least three soldiers. Seven others have been seriously injured. 

The incident took place at 12.15 this afternoon on the BP Highway at the Bhakunde Besi area. A security source told Nepalnews that the security team was on its way to the No. 9 Brigade of the RNA at Bhakunde Besi. The identity of the victims are yet to be known. The injured have been airlifted to Kathmandu after preliminary treatment at Dhulikhel Hospital. 

Meanwhile, one security personnel was injured in a blast carried out by the Maoists at Langtang area in Nuwakot at around 11 this morning, reports said. nepalnews.com mbk April 5 04

MoCTCA grants permission to climb mountains

The Ministry of Culture, Tourism & Civil Aviation (MoCTCA) granted permission to 40 teams from 18 countries to climb 16 different mountain peaks from January to March 2004, a delayed press release issued by the Ministry Friday said. 

According to the release, eleven expeditions were given permits to climb the Mt. Everest and four to climb Mt. Lhotse and Mt. Pumori .  Additionally, permits were given to three teams to climb Mt. Makalu , six to climb Mt. Amadablam and two to climb Mt. Baruntse , the release added.

Similarly, the MoCTCA granted permission to one expedition team each to climb Mt. Yalung Kang, Lhotse Shar, Dhaulagiri , Manasluone, Annapurna IV, Domekhan, Kabru, Ratna Chuli and Tengi Ragi Tau, the release further added. nepalnews.com pd Apr 05 04
