Pressurize rebels, not the government: PM Deuba

Prime Minister Sher Bahadur Deuba has urged the human rights activists to pressurize rebels to return to the table of negotiations.

Addressing the function organized by the National Human Rights Commission (NHRC) to mark the 56th International Human Rights Day Friday, premier Deuba said the government knew that the state and terrorists were not the same. “We are ready to reform. The security agencies are also ready to undergo reforms. But the rights activists should also ask (Maoists) to stop rights violations,” he added.

The premier took pains to refute allegations that security forces were mainly responsible for the increasing incidences of disappearances in the country. “You know, they (the Maoists) are not known by their real names. (Maoist chairman) Pushpa Kamal Dahal is known as Prachanda. So, a Maoist gets arrested in one name and may be released with a different name,” said the premier. “Some may have died during the battle. Some may have even crossed over to India across the open border. Then, how can the government be blamed for this?” he asked.

The premier’s response came amid revelations that Nepal now has the highest cases of disappearances in the world. The NHRC said it has recorded nearly 1,500 cases of disappearances, majority of them by the security forces.

Prime Minister Deuba admitted that the government was running out of space in the prisons. “We have recently opened up a ‘Detention Centre’ at Sundarijal. But we don’t have money. Why don't the rights activists, who organize workshops and seminars at five-star hotels, divert their money to construct more detention centers?” he asked.

The premier agreed to suggestions that it was necessary to win hearts and minds of people to win the conflict. “But for that we need training, logistics and help in how to interrogate cases. “Nepal is in such a crisis. We also need to know how to win hearts and minds of the people,” he said.

Prime Minister Deuba said the government was ready to guarantee human rights. He also assured that the government was ready to cooperate the NHRC. “I am ready to listen to your concerns. But you should also understand our difficulties,” he insisted. nepalnews.com by Dec 10 04
