Suspected Maoists kill two in Banke

Suspected Maoists killed two persons at Habaldarpur in Banke district Thursday morning. Prem Bahadur Khadka, a peon working at the Shumsherganj Training Center of the Armed Police Force and an unidentified youth were found dead at Nepalganj-Kohalpur road at Habaldarpur this morning, reports said.

Nepal hints at reinstatement of local bodies

CPN-UML general secretary Madhav Kumar Nepal Thursday revealed that Prime Minister Sher Bahadur Deuba had agreed to the reinstatement of the local bodies during the time of forming the coalition government.

“The prime minister had agreed to our demand of reinstatement of the local bodies which has not lost relevance,” Nepal said, speaking at a program organized by the National Federation of Village Development Committees in the capital today. Insisting that a blanket reinstatement is the only option to reactivate the local bodies, he demanded that the incumbent members appointed by the earlier government be expelled immediately.

The UML general secretary also asked the government to announce a ceasefire as early as possible and start the dialogue process with the Maoists.

He, at the same time, declared that there could be support from the ruling front to the Nepali Congress' demand of reinstating the dissolved parliament provided that it joins the government. “If the NC joins the government, we are ready to speak for its demand for the reinstatement of the parliament,” he said.

Former VDC chairmen who spoke at the program said they would not accept anything less than a blanket reinstatement.

AI asks China to withdraw death penalty against Nepalis

Amnesty International (AI) has Wednesday asked the Chinese government to put off their decision of imminent death penalty to two Nepalese on drugs-related charges.

In a press communiqué sent to the Premier of the People's Republic of China and Chairman of the Tibet Autonomous Regional People's Government, the AI has demanded for an immediate moratorium on the use of death penalty in China.

AI has insisted in the communiqué that the Chinese authorities review the trial and follow the international fair trial standards. Moreover, AI has also demanded that full details of the trial, verdict and appeal be passed to their families.

The human rights watchdog has also asked the Chinese authorities to allow the convicted Nepalese to speak to their families by telephone at the earliest possible.

Ishwori Kumar Shrestha of Sindhupalchowk and Rabi Dahal of Morang districts were sentenced to death by a Tibet Court on charges of drug trafficking.

The wife of Ishwori Kumar Shrestha, amid a press conference in Kathmandu on Wednesday, appealed the government, the Kathmandu-based Chinese embassy, human rights groups and trade organizations to save his life and secure his release. nepalnews.com pd July 08 04

Seven missing Nepali girls produced before Indian court

Seven of the nine Nepali minor girls who had gone missing after the June 15 incident have reportedly been produced before the Lucknow High Court on Wednesday.

The girls reportedly said that they were given Rs 10 monthly for their work in the circus. "The owners gave us new clothes and good food after June 15," a daily quoted ten-year-old Thuli Devi.

According to The Kathmandu Post, the joint bench comprising justices Vishnu Sahai and GK Gupta ordered the police to present the remaining two girls on Thursday. nepalnews.com pd July 08 04

Maoists link ceasefire to constituent assembly

The Maoists are willing to announce a ceasefire should the government meet their demand of a constituent assembly, according to AFP on Wednesday.

"We are ready to announce a ceasefire and hold dialogue with the present government only if it is ready for constituent assembly elections under the aegis of the UN," the AFP quoted Bam Dev Chetri, a central committee member of the Maoist party, as saying during a telephone interview.

The AFP report also said that according to Chetri, the Maoists would not accept anything short of a constituent assembly. The Maoist leader also said that the insurgents would not disarm during any negotiations, as it "would be the same as to surrender". nepalnews.com pd July 08 04

Three arrested with 270kg marijuana

Police arrested three smugglers in Pashupatinagar of Hetauda municipality on Wednesday as they tried to smuggle over 270kg of marijuana into India.

According to the police, the marijuana was packed in plastic bags and hidden under the hood of a truck.

The three smugglers have been identified as Kripa Shankar

Four-party-alliance to hold talks with Maoists

The four agitating parties are to begin talks with the Maoists "soon" according to Narayanman Bijukuchhe, president of Nepal Peasants and Farmers Party (NPFP).

Speaking to Nepalnews on Wednesday, Bijukchhe dismissed the reports that talks between the agitating parties and Maoists have already begun and said," [The four party alliance] has not initiated dialogue with the Maoists yet but we have reached an understanding and will begin the talks soon."

The NPFP president also accused the Deuba government of being "a continuation to regression" and said that it was incapable of holding talks or resolving any of the country's problems. "Should the government initiate talks they will turn fruitless," he added.

President of the People Front Nepal, Amik Sherchan, too, during a program in Chitwan on Wednesday, reportedly confirmed that the four-party-alliance had begun the talks.

Similarly, NC president Girija Prasad Koirala also confirmed the talks between the agitating parties and the insurgents during a brief conversation with reporters in the capital on Tuesday. nepalnews.com pd July 08 04

King decorates people

King Gyanendra honoured about 900 people with decorations on his 58th birthday on Wednesday including queen Komal, crown prince Paras and crown princess Himani.

According to a notice issued by the Palace Press Secretariat, the king conferred the Ojaswirajanya on queen Komal Rajya Laxmi Devi Shah, the Mahaujjwal Kirtimaya Nepal Sripad (First class) on crown prince Paras and the Omaramapatta on princess Himani Rajya Laxmi Devi Shah.

Chief royal palace official, Sardar Sharada Prasad Pradhan, and chairperson of the birthday celebration committee, Nepaljung Dhanendra Bahadur Singh, received the Mahagaurabmaya Supradipta Birendra Prajatantrabhaskar (first class).

Similarly, the king awarded the Suprasiddha Prabal Gorkhadakshinbahu (first class) to retired brigadier general Rabi Shumsher JB Rana.

The king conferred the Gaurabmaya Supradipta Birendra Prajatantrabhaskar (second class) on chief secretary Mirsubba Pashupatibhakta Maharjan of royal household services, on 519-lieutenant general Sadip Bahadur Shah and on 598 lieutenant general Chitra Bahadur Gurung. nepalnews.com Pd July 08 04

Thousands of people gathered at the Narayanhiti royal palace to greet King Gyanendra on his birthday. People from all walks of life, including the chief justice, the speaker, the royal council chairman, former prime ministers, ministers, high ranking officials, diplomatic guests, high ranking officials and the general public went to the palace to congratulate the king. 

Prime Minister Sher Bahadur Deuba presented the king a gift on behalf of the government. Chief of the army staff, the inspector generals of Nepal Police and Armed Police Force also presented the king gifts and garlands on behalf of the army and the police. 

“Panchakanyas” (five virgin girls) presented garlands to the king while “Batuks” (brahmin boys) chanted hymns from the Vedas. Buddhist Monks presented ‘Khadas’ to the king. 

The Royal Nepalese Army paid a 31-gun salute in honor of the king.
