US army chief's greeting

General Richard B Meyers, Chairman of the Joint Chief of Staff of the US Armed Force and Commander Admiral Thomas B Fargo of the US Pacific Command have congratulated the Chief of Army Staff of the Royal Nepali Army, Pyar Jung Thapa, on the occasion of the 58th birthday of King Gyanendra.

According to a press release issued by the Department of Public Relations of the Royal Nepalese Army on Friday, the US Joint chief of staff has appreciated the role of RNA as a peacekeeping force of strengthening democracy and regional security. nepalnews.com pd July 17 04

ANNISU-R rules out further talks with government

The Maoist affiliated student wing, All Nepal National Independent Students' Union-Revolutionary (ANNISU-R), has accused the government of violating agreements made with the students and reportedly are refusing to have further dialogue with the government.

"The killing of the two students means we would no longer sit for dialogue to solve problems," The Himalayan Times quoted Lekhnath Neupane, president of the ANNISU-R, as saying. Neupane added that the government should be ready for 'retaliation' for the killings and the "constant abduction" of student leaders.

"Escalation in killings of unarmed student leaders shows the dual character of the government," Neupane said. "The government has been violating the terms agreed upon even after the official removal of the terrorist tag," he added.

Baikuntha Pokhrel, central member of the ANNISU-R, and Bharat Dhungana, former chairman of the Nuwakot district development committee, were killed by security forces on Thursday at Gumbdi village of Dhading district. nepalnews.com pd July 17 04

India agrees to open doors of Laxmanpur barrage

A meeting held between India and Nepal on the inundation of Nepali land caused by the Laxmanpur barrage reached a decisive agreement.

According to Kantipur daily, India agreed to keep the sluice gates of the barrage open to prevent flooding of Nepali territory. The two sides met Friday in Bachraich of Uttar Pradesh.

However, India refused to open an outlet for natural streams, which are one of the chief causes behind the inundation. nepalnews.com pd July 17 04

Diarrhea claims 7 in Dolakha, Dang

At least 11 people have died of diarrhea in Dolakha and Dang districts within a couple of days, reports Friday said.

Three people died of diarrhea in Khopsanghu, Dolkha district on Thursday. The dead have been identified as Bishnu Kumari Thami, Haste Thami and Tulsi Kumari Thami.

In the same district, two persons namely Mohan Thami and Dhan Bahadur Thami of Chapale in Lamidanda VDC died on Thursday. The victims have been identified as Mohan Thami and Dhan Bahadur Thami. Dozen others have been affected by the disease, reports said.

Similarly, two people have fallen victim to diarrhea that is spreading since last week in Rasigaon in Dang, reports said. nepalnews.com mbk July 16 04

People’s Front to hold talks with Maoists on abductions

The People’s Front Nepal (PFN) Friday said it would hold direct talks with the Maoists regarding the growing abductions of its cadres in the rebel strongholds. The PFN announced this after a meeting of the central committee today.

The PFN, a member of the four-party alliance that is spearheading an anti-'regression’ movement, said besides asking the Maoists to stop abduction of its cadres in districts like Rolpa, Rukum and Pyuthan, talks will also be centered on how 'regression' can be thrashed so as to give a forward-looking solution to the problems facing the country.

South Asian multi-faith Council to address HIV/AIDS

Religious leaders of different faiths from across South Asia have formed a multi-faith council in a bid to mobilise communities and resources to address the growing HIV/AIDS crisis among young people in the region, UNICEF has informed.

According to a press release issued by the UNICEF on Friday, the South Asia Inter-religious Council on HIV/AIDS established during the 15th International AIDS Conference in Bangkok this week, will include senior representatives of the Hindu, Moslem, Buddhist, Christian, Sikh, Jain and Baha’i faiths from India, Nepal, Pakistan, Afghanistan, Bangladesh, Bhutan, Maldives and Sri Lanka.

They will hold their first meeting in November in New Delhi. “This partnership breaks new and fertile ground,” the release quoted Dr. Sadig Rasheed, UNICEF’s regional director for South Asia as saying.

“Millions of people across the region are unsure how best to react to HIV/AIDS. And their spiritual leaders are uniquely placed to provide comfort and guidance to those affected by the disease. Their examples can help end the stigma and discrimination that perpetuate HIV/AIDS,” he added, according to the release.

The initiative is a direct outcome of the “South Asia Interfaith Consultation on Children, Young People and HIV/AIDS” organised by UNICEF in Kathmandu in December 2003, the release further adds.

Young people are at the centre of South Asia’s fast growing HIV/AIDS problem. More than half of all new HIV infections each day are among young people, many of whom lack the most basic knowledge and support to protect themselves against HIV infection. 

UNICEF has said that the Council’s work would not only address HIV/AIDS in the region but also help reduce religious differences. nepalnews.com pd July 16 04

Govt announces 111.69b annual budget

Deputy prime minister and finance minister Bharat Mohan Adhikari Friday announced a Rs111.68 billion budget for fiscal year 2061-62. Introduced through ordinance, the budget has allocated Rs 67.60 billion for regular expenses.

The annual budget that is said to be based on the common minimum program of the four-party government has focused mainly on peace, rehabilitation of the conflict victims and reconstruction of the destroyed physical infrastructures. The budget aims to spend 85.5 percent of the amount for social service, establishment of peace and economic reforms.

Foreign grant and loan will cover 29 percent of the total budget while Rs 66.26 billion will be collected from internal sources. Budget deficit this year is estimated at Rs 13.11 billion.

Although no provisions have been made in the budget to increase the salaries of civil servants, the finance minister pledged to form a high-level committee to suggest matters related to pay hike.

The budget has reduced tariff on goods such as mobile phone sets, sugar and computer parts. Goods that are expected to undergo price hike are alcoholic products, cigarette and photo paper. nepalnews.com mbk July 16 04

School fee structure prepared

The taskforce formed for determining school fee structure has finished its report.

According to the report, monthly fees in the urban areas are proposed at Rs 450 for primary level, Rs 550 for lower secondary level and Rs 650 for secondary level respectively.

In semi-urban areas, the school fees for the same levels are recommended to be Rs 500, Rs 600 and Rs 700. Similarly the fee structure for the rural areas is to be Rs 300, Rs 400 and Rs 500. The report added that schools that provide additional facilities could charge fees up to 50 percent higher.

The taskforce also proposed that 10 percent of the total student body be awarded scholarships.

Nepal-India talks on inundation

Nepal and India district level officials will be holding talks on Friday regarding the inundation created by the Laxmanpur embankment in the Banke district.
