NHRC to probe into HSEB episode
The National Human Rights Commission (NHRC) has launched investigation into the manhandling of students by security men at the premises of the Higher Secondary Education Board (HSEB) on July 6.
An NHRC team Friday visited the incident site and various Kathmandu hospitals and took stock of the condition of students injured in police beating, the commission said in a statement.
Dozens of students were injured when policemen used force against students protesting the removal of Nepali subject from the class 11. The incident took place when negotiations between HSEB officials and student groups were underway inside the HSEB office.
Meanwhile, according to reports, the rights watchdog is in the final stage of study on some laws considered to be against constitutional provisions and international laws. Based on its conclusion, the NHRC will propose the government for a review on them, Nepal Samacharpatra daily quoting Bhimarjun Acharya, NHRC legal advisor, said Saturday.
A draft prepared after a study on as many as 24 different laws upholds that all legal rights should be with the legal bodies, not with the administrative agencies like the district administration offices.
Laws studied so far by the Legislative Assistance Division of the NHRC include the Prison Act, Some Public Crime and Punishment Act, Police Act, Military Act, Armed Police Force Act, Public Security Act (PSA) and the Terrorist and Disruptive Activities (Control and Punishment) Ordinance (TADO).
The commission will send its recommendations to the government within a few days, demanding that all improper laws be repealed immediately, the report added. nepalnews.com mbk July 09 05
