Though the ruling seven party alliance and Maoists have signed agreements to bring the Maoists into the political mainstream, there are doubts about its implementation as there are widespread reports of Maoists not abiding by them and also violating the Ceasefire Code of Conduct signed by them.

Maoists have continued the acts of abduction, extortion and murder even as they declared ceasefire and started dialogue with the government since April this year.

According to reports, there have been at least 675 abduction by the Maoists since the peace agreement of April 24, 2006 (till October 8, 2006), and as many as 21 killings by their cadres.

Maoists have intensified their donation drive in various parts of the country at a time when they, along with the United Nations team and government teams are finalizing cantonment sites to keep the Maoist combatants till the election of the constituent assembly.

As per the November 8 agreement between the ruling SPA and Maoists, the Maoists will join the interim government on December 1 after adopting a new constitution, signing an extensive peace accord and forming an interim legislature.
