Winter session to begin today; parties to meet ahead of the session
The winter session of the parliament is set to begin from Monday amid continuing differences among key constituents of seven party alliance over the issue of republic declaration and adoption of proportional representation election system.
As the winter session approaches, the Maoist leaders have raised their voices against the government, and particularly the Nepali Congress (NC).
"If this government does not proceed towards declaring republic and ensuring atmosphere for Constituent Assembly election, we will find an alternative to this government from within the seven parties. And we will give better alternative than this and create atmosphere for election," senior Maoist leader Dr. Baburam Bhattarai had said on Sunday.
On the other hand, the NC has remained steadfast in its decision not to support any move to amend the constitution to declare republic through parliament and adopt PR system.
According to Speaker Subas Nemwang, all necessary preparations for the winter session, which will start at 3 pm, have been completed. Talking to state-owned Radio Nepal, Nemwang said the main focus of the winter session would on forging political consensus and prepare the grounds for conducting constituent assembly election at the earliest.
Forging consensus on implementing of the House directive would also be an important task to be undertaken by the winter session, he added
Besides, the parties are also staring at an imminent constitutional crisis. They need to quickly amend the interim constitution, which states that the CA election will be held in Mangsir (before mid-December).
As a part of their continued efforts to find solution to the protracted political crisis, senior leaders of the seven parties are preparing to meet ahead of the session. nepalnews.com sd Nov 19 07
