Seven party meeting ends as leaders differ over PR election system
As Maoists stuck to their position favouring fully proportional representation-based election system, the meeting among the top leaders of seven parties ended without conclusion on Friday.
Reports say top leaders including Prime Minister Girija Prasad Koirala, Maoist chairman Prachanda, UML general secretary Madhav Kumar Nepal and Unity Center general secretary Prakash held rounds of informal talks but failed to arrive at any consensus regarding proportional representation based election system.
The leaders have also not clarified when they will hold another round of the meeting.
The demand for PR system is being made when the Election Commission has urged for quick resolution of the differences. As per its schedule, parties need to provide the closed list of their candidates for PR-based election for CA on September 30.
Likewise, on October 5 they have to file nomination for candidates for direct election. According to interim constitution, November CA election will be held on mixed system – half will be elected directly and half proportionally.
Earlier, the Maoists held meeting of their central leaders where they decided to stick with the demand for fully PR based election system for forthcoming Constituent Assembly elections.
"We are committed to hold CA election on November 22. However, that election must be based on fully PR election system," Hisila Yami, told reporters after the meeting.
On Thursday's meeting among top leaders of seven parties, they had reached understanding to pass commitment proposal on republic through the parliament – seen as a compromise on Maoists' demand for declaring republic from the House. nepalnews.com sd Sep 28 07
