Bill for TRC is ready

The Ministry of Peace and Reconstruction has finalised the draft of regulation for institution of the Truth and Reconciliation Commission, Rastriya Samachar Samiti reported Tuesday.

The commission will have the authority to call people for interrogation, seek documents from courts and government authorities or make field visits to assess the facts of human rights violations during the period of insurgency, RSS said.

The commission can direct the government for compensation to the conflict victims after investigation and make efforts to improve relations between the family members of the oppressors and the oppressed people.

The commission may compel the oppressor to seek absolve from the victims and ask to pay justifiable compensation for the loss that victim incurred.

Action against oppressors, if deemed, will be determined by the government on the recommendation of the commission. However, the government has the authority to exempt any person from being punished despite his or her involvement in human rights violations if such involvement was meant for achieving some political gains. But pardon will not be allowed to those who were involved in killing, severe torture and rape.

The Office of the High Commissioner for Human Rights (OHCHR) in Nepal has criticised the government for not bringing the bill into public debate before being endorsed.

In their 23-point agreement signed recently, seven parties had agreed to form the commission with the objective to discourage human rights violations and lawlessness in future. nepalnews.com ia Jan 08 08
