CA proceedings resume finally
The Constituent Assembly (CA) proceedings resumed Wednesday evening, after two weeks of stalemate.
The CA meeting was to start at 2:00 pm, but got delayed by almost four hours with leaders of the three major parties - CPN (Maoist), Nepali Congress and CPN (UML) - engaging in discussion with leaders of Madhesi parties on how the CA meeting should proceed.
The deadlock ended after the Madhesi parties agreed to let the CA function normally. The government has tabled the supplementary bill for amendment in the interim constitution for endorsement.
Addressing the CA meeting, CPN (Maoist) chairman Pushpa Kamal Dahal 'Prachanda' said his party, as the largest party, was committed to collaborate with the representatives of the parties and different sections represented in the Assembly.
He said the supplementary amendment bill introduced by the government in CA has been prepared in view of the aspirations of Madhesi people, indigenous and backward communities and Dalits for autonomy.
The Maoist supremo also said the parties have successfully brought the peace process thus far without intervention from outside.
Dahal, however, admitted that the parties had not been able to meet the expectations of the people even after three months of successful election to the CA.
Addressing the CA meeting, Madhesi Janadhikar Forum (MJF) leader Upendra Yadav said Madhesi parties were compelled to go on protest as the first amendment bill brought by the government on June 26 was against the spirit of the agreement reached with Madhesi parties during the time of the 'Madhes movement' early this year.
He said the new bill also fails to address the issues raised by Madhesis.
Yadav added that Madhesis were oppressed historically by the state and that they now wanted autonomy. MJF leader and CA member Jaya Prakash Prasad Gupta has tabled amendment proposal on the bill, opposing some of the clauses in the bill.
