Communist Party of Nepal (United) has proposed a president with ceremonial
role and prime minister with executive power both elected by the parliament.
Unveiling the party's manifesto for the upcoming constituent assembly
polls in the capital on Monday, the party said the president can hold the
office only one term while the PM can stay in office for a maximum of two
terms. According to the manifesto both the president and the prime
minister will be elected by the parliament.
The party proposed three tiers of parliament - two at the centre and one
at federal states. The Upper House will have ethnic proportional
representation.
The party appeared to have adopted the line of the Maoists while dividing
federal states - 11 states and 2 sub-states. The division of states should
be based on ethnicity, language and geography, the party said.
The party said cordial and balanced relation with China and India is
essential to protect the sovereignty of the country.
