The CPN (United) has made public its election manifesto which has the provision of making Nepal a federal democratic republic and providing executive powers to the Prime Minister.
The manifesto has made the provision that the Prime Minister should be elected from the lower house of parliament which resembles the provision in the 1990 constitution. The president will be a constitutional head to be elected by the members of the central and provincial parliaments.
Unlike other parties, the CPN (United) has proposed two equally powerful parliaments at the both central and provincial level. "But, there will be single parliament at the local level," the manifesto
states.
The manifesto was made public today in a press meet in the capital. CPN (United) general secretary Bishnu Bahadur Manadhar claimed that their manifesto was unique as well as appropriate for Nepal.
The manifesto has proposed that the issues of security system, territorial integrity, monetary system, national highways, national information system, big national plans and preservation of ecology should be put under the central government. It further states that issues like provincial administrative system, ownership of natural resources and their utilization, ownership on cultural resources, provincial tax system and provincial security system should be put under provincial government.
The party has stressed that education, health, food security, employment and shelter should be ensured as fundamental rights. nepalnews.com ps Mar 17 08
