Lower House disrupted for fourth day

Kathmandu, 15 February: The meeting of the House of Representatives, Lower House of Parliament, was disrupted for the fourth consecutive day today as five opposition parties blocked the proceeding of the House demanding Prime Minister Girija Prasad Koirala’s resignation. As soon as Speaker Taranath Ranabhat started the regular proceedings opposition MPs stood up in front of Speaker’s seat and chanted slogans demanding the resignation. Although Speaker Ranabhat repeatedly asked lawmakers to calm down and allow the meeting of the House to continue opposition MPs announced that they would not let the House proceeding to continue unless premier Koirala steps down. Speaker Ranabhat then adjourned the Lower House meeting for an hour.

Following this, the Speaker called an all-party meeting to defuse the crisis. However, no decision could be taken. The second meeting of the House was also called but the opposition did not allow this meeting to continue either. As opposition lawmakers blocked the proceeding by standing in front of Speaker's seat, Speaker Ranabhat adjourned the meeting of the Lower House until 19 February. Five main opposition parties including CPN-UML, RPP, National United Front, United People's Front and Nepal Majdoor Kisaan Party demanded Koirala's resignation accusing the Council of Ministers of being involved in the Lauda Air scandal. Japan gives Nepal a Rs 68.47 million grant

Kathmandu, 15 February:
The Finance Ministry has announced a Rs 68.47 million grant received from Japan to purchase construction material and prepare a detailed design to improve the congested and busy intersections of the capital. Rs 59.94 million has been set aside for the procurement of construction materials under a debt relief programme while the remaining sum will be invested to prepare a detailed design. Japanese ambassador to Nepal Mitsuaki Kojima and Finance Secretary Dr Bimal Koirala signed the agreements concerning the grant.

Japan has been giving debt relief for Nepal since 1978 by providing a grant in lieu of repayment of principal and accrued interest on outstanding Japanese loans.

Maoist violence escalates

Kathmandu, 15 February: Maoist rebels stepped up their violent attacks this week to mark the beginning of the sixth year of the People’s War. In Narayanpur village in Kailali district Maoists hacked a woman to death. Shanta Rawal was dragged out of her home and hacked to death with a khukuri for reasons as yet unknown. Insurgents also made an abortive bid to run over a police outpost at Barhabise Thursday night, but security personnel managed to fend off the armed group. In another attack, rebels destroyed equipment in a storeroom of the Nepal Electricity Authority Thursday morning in Baglung in west Nepal, police said. A flour mill belonging to an activist of the Nepali Congress party in a village in Bardia district was also bombed Wednesday.

Maoists increase activities

Kathmandu, 15 February: Coinciding with the beginning of the sixth year of the insurgency Maoist rebels intensified attacks against the police. Three police posts were bombed in different villages in Palpa district Monday but there were no casualties. 

The insurgents also attacked some homes at a village in Baglung district in west Nepal and decamped with six guns, police said. Arms and ammunition were also looted by insurgents from a house in Ithari in east Nepal this week. 

The police too have intensified patrolling in the capital and elsewhere expecting a surprise attack as rebels set off explosions in sub-urban areas. Nepalnews.com/br/at


Petition to ban strikes 

Kathmandu, 15 February: The Nepal Tourism Board, Nepal Association of Tour Operators and the Ministry of Tourism, Culture, and Civil Aviation have agreed to file a writ at the Supreme Court to ban strikes at hotels as workers threaten another round of strikes to enforce a 10 percent compulsory service charge from Monday. "We are forced to repeatedly tell visitors that there are no strikes. Strikes have had a crippling effect on the industry," said Tek Bahadur Dangi Marketing Director of the Nepal Tourism Board.

Tourism entrepreneurs are knocking the doors of the Supreme Court after getting no response from the government to declare strikes at hotels illegal by declaring hotel services essential. Hotel workers have threatened to continue their strike that had been put off two months back after the government agreed to find a solution to their demands of a compulsory 10 percent service charge, if the government does not respond latest by Saturday. The committee headed by vice chairman of the National Planning Commission Prithvi Raj Ligal has submitted its suggestions to the government on the issue but details of the report have not been made public. Five killed in continued clashes 

Kathmandu, 14 February: 
Five persons, including three policemen, were killed in two encounters between Maoists and security personnel in Rolpa and Gorkha districts Tuesday, police said. A policeman and two rebels were killed after a shoot-out following an ambush on a police patrol near Shilichaur village in Rolpa while two other policemen died in an exchange of gunfire with rebels at Ghyampesaal in Gorkha, officials said. A policeman was also injured in a shootout with insurgents at a village in Morang district Monday. Nepalnews.com/br/at 


More relief material for Gujarat 

Kathmandu, 14 February: A Royal Nepal Army aircraft will fly additional relief material collected by the Nepali business community directly to Bhuj. This is in addition to two consignments of nine tonnes of relief material already sent there. The army aircraft will also fly back Nepalis injured and stranded in one of India’s worst quakes. The army is currently awaiting permission from the government of India for the relief flight. 

The injured Nepalis will be given Rs 500 in relief assistance to return home. Some nine Nepalis are known to have died in the earthquake but the figure remains uncertain as the exact number of Nepalis working in India and Pakistan is not known. 

The Federation of Nepalese Chambers of Commerce and Industry (FNCCI) is coordinating a drive to help the quake victims. The FNCCI has so far collected Rs 2 million for the Indian Prime Minister's Relief Fund. Nepalnews.com/br/at 


Transporters withdraw strike

Kathmandu, 13 February: Transporters have withdrawn strike effective from Wednesday after receiving government assurance to provide full security. Transporters had refused to operate passenger vehicles in Kathmandu after the All Nepal National Free Students Union (ANNFSU), a student wing of the Communist Party of Nepal Marxist-Leninist, threatened to adopt whatever way possible to press for its demand of 50 per cent concession for students in any passenger vehicles. Transporters refused to give the concession and halted operations saying they would not operate any vehicles until the government solved the matter and provided security to their vehicles. A meeting between the concerned government officials and representatives of transporters was held in Kathmandu today in which government agreed to provide full security to the vehicles and transporters agreed to resume their service from Wednesday.

Transporters had been on strike for the last four days. The government spokesman said that the matter of concession is between the transporters and students and the government does not want to impose its decision. However, the government would provide full security to transporters and their vehicles if they operate their services.

Meanwhile, Rabindra Adhikari, president of ANNFSU, vowed to get his organization's demands warning that the government would be responsible for any kind of incident that may happen in connection with the movement for the 50 per cent student concession in public transport. Nepalnews.com/yl/at


Lower House proceedings adjourned for second day

Kathmandu, February 13: The meeting of the House of Representatives, Lower House of Parliament, was adjourned for the second day today as opposition parties blocked the proceedings of parliament demanding resignation of Prime Minister Girija Prasad Koirala. As soon as Speaker Taranath Ranabhat began the proceeding of the Lower House of Parliament, lawmakers of main opposition CPN-UML, Rastriya Prajatantra Party, National People's Front, United People's Front and Nepal Majdoor and Kisaan Party stood in front of the speaker's seat blocking the rostrum and began chanting slogans demanding the premiers resignation over the controversial deal with Lauda Air. The Nepal Sadbhavana Party however did not support the rest of the opposition.

Although Speaker Ranabhat repeatedly asked opposition lawmakers to be calm and allow proceedings in the House, opposition parties refused to let the House proceeding to start. After ten minutes of the protest, Speaker Ranabhat adjourned the meeting until Wednesday. However, the meeting of the National Assembly (Upper House) continued. Nepalnews.com/yl/at


Khum Bahaur Khadka dismissed

Kathmandu, 13 February:
Minister for Public Works Khum Bahadur Khadka was "relieved" of his post by King Birendra at the recommendation of Prime Minister Girija Prasad Koirala. Khadka did not take his oath of office after being appointed minister nine days ago in the reshuffled cabinet of the Koirala. Minister for Parliamentary Affairs Mahanta Thakur has been given additional charge of the Public Works Ministry, an announcement said. Khadka refused to join the government charging Koirala of making unilateral changes in the cabinet without proper consultations, thus deepening rifts in the party.
Finance Minister Dr Ram Sharan Mahat, who was also absent from the oath-taking ceremony citing illness, was sworn in Monday, eight days after his appointment.Nepalnews.com/br/at


Japanese grant for martial arts

Kathmandu, 13 February: Japan will provide a grant of $ 90518 equivalent to Rs 6.6 million to build a martial arts centre in the capital to promote the sport, an announcement said. 

Japanese Ambassador Mitsuaki Kojima and Mayor Keshab Staphit signed the grant contract Monday coinciding with the 10th anniversary of the establishment of sister city relationship between Kathmandu and Matsumoto City. 

The Japanese city will donate tatami mattresses, judo and kendo units to the education centre to be located at Nayabazzar. Nepal dominates martial arts in South Asia.Nepalnews.com/br/at


National football team captain barred from training

Kathmandu, 13 February: Upendra Man Singh, the national football team captain and coach of Thimi team, has been barred from training for one year effective Monday as a penalty for dissension during a soccer match in of Pokhara. The entire Thimi team has also been banned from the national team for one year as a penalty for not being disciplined.

Binod Shankar Palikhe member secretary of the National Sports Council, Nepal’s apex sporting body, announced the penalties after the controversial finals of the Mayor Football Cup. The finals between Dharan and Thimi ended 2-1 when Thimi walked out of the field six minutes before the end of play and refused to attend the prize distribution ceremony after the referee awarded a controversial goal to Dharan. New entrance to Singha Durbar opened

Kathmandu, 13 February: A new entrance to the central secretariat south of Singha Durbar was opened for the general public Monday. Private and corporation vehicles will also use this gate to get in and out of the government complex. 

Vehicles of diplomatic missions and government will use the imposing traditional gate south of official residence of former Rana prime ministers The move will ease congestion at the old entrance, an official said. Nepalnews.com/br/at


119-year-old woman dies

Kathmandu, 13 February: Kaladebi Kayastha, a 119-year-old woman died at her home in Matihani in Mohottari district after a long battle with asthma Monday.

She died at home unable to afford treatment at a hospital, a report said. Kayastha is survived by 30 children, grandchildren and great grandchildren. Nepalnews.com/br/at


3 killed in truck accident

Kathmandu, 13 February: Three people were killed on the spot and more than 32 injured, some of them seriously, when a truck they were travelling in suddenly overturned in Chandranigahapur of Rautahat district Monday. 

Those who were killed in the accident are Barohi Paswan, Ram Swarup Das and Lothiya Yadav. According to police, the truck, which was heading for Sagarnath of Sarlahi, overturned when it tried to overtake a passenger bus. There were more than 50 people in the truck, police said. 

The injured are undergoing treatment in Birgunj and Narayangarh hospitals while other sustaining minor injuries were discharged after primary treatment. Nepalnews.com/yl/at
