ESO Act amended Strikes in major public utility concerns banned

KATHMANDU, Aug 30 - The government has banned employees of all financial, telecommunications and power supply enterprises from staging strikes and lock-outs by amending the Essential Services Operation Act (ESO Act), 2014.

The amendment to the Act and the subsequent ban comes almost immediately after the employees of public sector enterprises halted all activities for almost a week thereby disrupting normal life and creating inconvenience to the general public.

The employees had launched various agitation programs demanding a review in their salary at par with civil servants but without any change in their existing allowances.

The three sectors are an addition to the already existing list of public utility sectors, in which lockouts and strikes were prohibited by the Act. The step was taken to curb any possible interruption in the operation of these essential services in the future.

According to the Home Ministry, employees of Nepal Electricity Authority (NEA), Nepal Drinking Water Supply Corporation, Telecommunications and banks are henceforth forbidden to any kind of strike.

The Act also bans demonstrations in other utility services such as postal, transportation, airport and defense.
