Who is responsible ?

Recently, one of my classmates from Europe asked me, “You Nepalese all seem to be so intelligent, yet why is your country so poor?” I have always been proud of my ability to give quick witty answers but this time I admit I got stuck dumb.

Previously, I had never given a little bit of thought to this matter but this time the question really made me think. I even discussed this with some of my Nepalese colleagues and we always seem to come up with the same answer. “It is because of the government.” I admit in certain ways the government is responsible for the state of our country, but is really the government that is responsible for the declining economy? After all, we are the ones who voted politicians   into power. Aren’t we all responsible upto a certain extent ?

Actually analysing the whole situation would take a lot of space and I do not want to do that here. Neither do I think that I alone can make a statement saying: “So and so is responsible for the sorry state of the Nepalese economy.” I just want you all to think about this problem ? Who really is responsible?
