Govt to create conducive atmosphere for talks

KATHMANDU, June 15 - Prime Minister Girija Prasad Koirala today said that the government will create conducive environment to hold dialogue with the underground CPN-Maoists.

"(The government) will not let any minister or person create obstruction after a proper environment for the talks is created," Koirala told The Kathmandu Post today.

Earlier, Home Minister Govind Raj Joshi had at the House of Representatives said the government should bring a policy to control the Maoist problem since their Peoples War is a terrorist act.

The group of nine left parties had protested against the Home Minister’s statement claiming that it would create obstacles in the government-Maoists talks.

Referring to the Home Minister’s statement, Koirala said, "The present environment is conducive for the talks. In this situation I will not tolerate if anybody makes statements that may create obstacles in the talks."

He, however, refused to elaborate on the conditions put forward by the Maoists and the venue. "These are not the issues to be told to journalists," he said. "I will not speak anything at the preliminary stage of the talks." He also did not state what was written in the letter sent by Comrade Prachanda, the CPN leader.

He said he has asked former Prime Minister Sher Bahadur Deuba who heads the High Level Commission to Resolve the Maoist Problem to go ahead with the talks. "I am confident that Deubaji will succeed in the talks," he said.

Comrade Prachanda had recently sent a letter to Deuba telling the government that the Maoists are ready for the talks. They have also named the persons who will represent Maoist in the talks.
