Controversial part of Constitution ?

In reference with the article entitled "Right to Information" dated June 15 by Pratyoush Onta, I wish to grab attention of the concerned authority on the controversial part (to my knowledge) of the Constitution regarding the information exchange. As Onta says, "It is given right to all Nepali citizen to demand and receive information (provisions on article 16 of the Constitution )." But Onta nowhere mentions whether the right to impulse message, news or information is given to media or not. If the electronic media are given such right then why were they mute during such a national crisis and national loss? The media should impart unbiased and unpoliticized fact of what had happened to the enthusiastic public mass curious to know about the incident. If they aren’t given such a right to impulse message, news or information what they received. What’s the use of making provision of right to receive information. An interrogation is marked how to receive information, if the right to convey information of press and electronic media are kidnapped.

Is it the controversial part of the constitution or is such a provision made of which I am ignorant ?
