Nayar’s factual errors

Iwish to refer an article entitled "New Delhi’s finger in Nepal’s pie" contributed by India’s prominent journalist Kuldip Nayar in your regular column "Between the Lines" on Monday, April 23, 2001.

In his article, Nayar tried to point out the wrong policy of government of India towards Nepal in the changed political context by preferring monarch to the Prime Minister, who is actually the real representative of the people under the new constitution of 1990 promulgated by the King with the consent of the cabinet, headed by the then Prime Minister KP Bhattarai.

I wish to point out three errors in his article:

1. The reason of stalled parliament by opposition is not because of the alleged charge of corruption against PM Koirala in the Dhamija scam but on Lauda scam.

2. The constitution of Nepal has not yet been amended, since its promulgation in 1990. Thus question of ‘reformed’ constitution in 1995-96 does not arise. The King exercises power to control and mobilize army by the constitution of 1990.

3. Mahakali agreement was signed between India and Nepal, endorsed by two-thirds majority of the joint session of the Nepalese parliament in 1997, not in 1977.

These factual errors should be corrected.
