Implement effectively

I strongly support the new rule of traffic that requires one to carry his or her license and blue book. This will limit unauthorized use of motorcycles. For example, motorcycles which belong to public organizations, I/NGOs and state run corporations are being used by unauthorized persons.

However, implementation part has always been in question in this country. I may ride a motorcycle which belongs to a particular organization, but I may continue to misuse it due to lax rules and regulations. So, the traffic police must implement law effectively to prevent the misuse of motorcycles.
