Incomplete report

The last page news on female literacy rate really disappointed me. I could not find the message "call to improve..." in the report. Next, the story was not about female literacy, which is actually very poor, as the headline suggested. And, in one hand the reporter Ranjana Pradhan said that "the programme expressed satisfaction over significant development in the area of literacy in the last five decade time." And on the other, she adds that "the pace of growth still seems inadequate to meet the goals of Ninth Five Year Plan". How can one show satisfaction if the goals are not met? The news was about a programme, but the reporter forgot to write on the conclusion of the programme , and also missed several important points. Perhaps, she was not present in the programme- that is my conclusion. I hope the reporters will try to make their stories complete for our sake.
