This is in response to the main news story
titled: "Make army accountable to parliament, says Koirala" published on
December 19, 2002, TKP.
Girija Prasad Koirala said "army must be
accountable to parliament". This in fact is true, even if the Royal Nepal Army (RNA)
thinks or acts otherwise. The elected representatives must have the right to deploy army
whenever necessary, and anyone who thinks or believes that he is the commander and can do
whatever he wants should brought under control. After all, it is the people who pay tax in
order to pay army personnels salary. RNAs primary duty is to maintain law and
order or provide security to the people, and not to take the law in their hands.
Successive army commanders have repeatedly said that "what the people think is no
longer valid since the October 4 move". This shows army commanders have, time and
again, spoken out of the context, which is not according to the law of this land. When you
pay salary to a servant, the servant does not have any right to reject the work he
is supposed to perform. The servant has every right to quit the job, but not to
underperform it or reject it saying "I am no longer under the law of the house."
Now it is time RNA realised the fact and remained loyal to parliament.
