About telecommunications

I just wonder if telecommunications is being censored or controlled after the declaration of emergency? It has been very difficult to call my family in Kirtipur from Sweden, where I live. I  talked with the authorities at the Swedish Telecommunication Office.They told me it has  something to do with the telecommunication service in Nepal. I also talked to a relative in the US, who also tried to contact his family in Kathmandu, but to no avail. What is the problem, then? It is impossible to contact anyone in Nepal by phone these days. Can anybody give clarification?
