Why only two banks ?

In what can be called a remarkable move in combating terrorism, the Nepal Rastra Bank (NRB) gave directives to the two state-owned banks--the Nepal Bank Limited and Rashtriya Banijya
Bank--to freeze the accounts of the Maoist suspects. But one cannot help wondering how the commercial banks will identify and enlist the suspects. Will personal prejudice find its way into such decision-making?

Moreover, the directives should not be confined to the two state-owned banks. There is a strong possibility that the Maoist sympathisers may have stashed away a huge amount of money in other private banks and finance companies which offer higher interest rates. This matter needs a serious consideration.
