‘No passport’

I have been trying to get a new passport since my old one expired recently. After completing all the formalities, I visited the Kathmandu District Administration Office to submit the form. To my utter amazement, they did not accept my form citing that they did not have passport books to issue.

The Kathmandu District Office came out with the notice saying that passport books would be coming soon. However, the passport book is yet to arrive. We blame the politicians but what about administrators and bureaucrats who get salaries out of the tax paid by the public? And when it is time to serve the public, their favourite reply is "no passport" and worse than that they don’t even know when it is coming. Whom to blame for such disgusting attitude?

I think this is the only country in the world, which does not have passport to issue to its countrymen for unknown period of time. Do we qualify ourselves in the Guinness Book of Records for this? Where do I go for help now? I am a poor villager from one of the outlying VDCs of Kathmandu and I don’t know any VIPs or politicians. If these people can’t give me work here, I should at least get a passport and an opportunity to find work abroad.
