Decentralisation of authority stressed

KATHMANDU, March 30:The government is going to completely relieve its control over the affairs of district in areas related to agriculture and livestock from the next fiscal year. This was informed yesterday at a press conference organised by the Association of District Development Committees of Nepal (ADDC N).

The officials from the ADDC N, however, are of the view that it was not enough to realise the objective of a local self-governance in a democracy just by mere transfer of financial and management authority in agriculture and livestock.

Speaking at the programme,the officials asked the government to formulate a transparent policy on the overall aspects of local governments for strengthening democracy from the grass-roots level through the involvement of the local people in decision-making process and other areas of intervention.

On the occasion,the ADDC N disclosed a seven-point proposal suggesting the government to form a clear policy on organisational structure, elections, decentralisation, and autonomy of the local governments while amending the Constitution.

At the programme it also recommended the formation of a decentralisation committee in the Parliament to monitor the activities of the local governments and the central government.It suggested that the local governments be granted full autonomy in handling the affairs of the local areas as guaranteed by the Constitution.

Reading out the papers, Krishna Prasad Sapkota, President of ADDC N informed the journalists that it has donated Rs 50,000 for the reconstruction of Achham district, which had been ravaged by the Maoist terrorists in February this year.

It has further asked for the support of Rs 10,000 from each of the District Development Committees towards rebuilding the battered district headquarters.

In the mean time, Sapkota informed that the district is fully prepared to face the local elections due next year despite deteriorating security scenario in the districts.

"For this we have around 3.2 million rupees and we will hold the elections, which is necessary for the survival of democracy," he said.
