UML terms formation of new cabinet unconstitutional

KATHMANDU, Oct 12:A day after the formation of the government by His Majesty the King, the Communist Party of Nepal (Unified Marxist and Leninist) came down heavily against it. The UML Standing Committee meeting held today at its central office in Balkhu concluded that the King ignored the suggestions submitted by the six political parties and resorted to an unconstitutional move.

"The formation of the present cabinet by the King is a gross violation of the norms and spirit of the Constitution and it has further increased the rift between His Majesty and the political parties," Bharat Mohan Adhikary, a member of UML Standing Committee told The Sunday Post. "UML is going to protest the unconstitutional move by the King in consensus with all political parties."

The six political parties, in their separate audiences with the King, had suggested formation of a government in accordance with the consensus of all political parties. They had unanimously suggested implementing Article 128 of the Constitution while forming the cabinet. They were of the opinion that the King should not hold the executive power with him but hand it over to the people as per the 1990 People’s Movement had maintained.

The King formed the government under Article 127, which the legal experts and political leaders claim are against the letter and spirit of the Constitution.

Adhikary said that UML is not going to make their representation in the present government. "We will never take part in a government which is formed unconstitutionally," Adhikary said.

UML is always aware of the current political and constitutional crisis dogging the nation and is ready to make any sacrifice to preserve the achievements of the 1990 People’s Movement, a press statement issued by the party said.

UML urges all nationalists and political forces to unite to protest the royal unconstitutional move, the press statement adds.
