Lawyers demand removal of Chand Govt

KATHMANDU, March 8 : The three-day national convention of lawyers which concluded in the capital today, termed the present government headed by Lokendra Bahadur Chand as unconstitutional and demanded for its immediate removal.

Accusing the present government of not being answerable to the people, the convention, which has come up with a seven-point Kathmandu Declaration, has demanded for formation of an all-party government.

"The declaration of the cease-fire and talks should be transparent so that it includes the views of everyone and should represent the feelings of the public," stated the declaration.

The delegates of the Nepal Bar Association unanimously passed the proposal that the Chand government cannot solve any national crisis since it is not answerable to the people.

The Association has also issued a general appeal that the proposed peace talks should be conducted in transparent and meaningful ways and violation of human rights should be stopped.

In the last points of the declaration, Nepal Bar has stated that the Supreme Court should play vital role in development of the constitution and therefore be more answerable to the country, people and democracy. Furthermore, it has also stated that legal associations are continuously working for efficient legal administration.

The lawyers also concluded that the October 4 royal proclamation and the following royal moves are unconstitutional. "It is necessary to form an all-party government by dismissing the unconstitutionally formed Council of Ministers," said the proposal endorsed by the lawyers. "The present constitution has guaranteed the sovereign rights of the people but they have not been able to use this right. The present government, which does not have people on its base, cannot give outlet to the present national crisis."

The delegates had carried out heated deliberations on constituent assembly and constitutional reforms during the three days.

The convention has come up with the conclusion that peace process should be initiated with participation of the government, Maoists, forces participating in the people’s movement and political parties representing in the dissolved House of Representatives in order to free the country from murder, loot, terror and violation of human rights.

Around 2000 lawyers from across the country, representing 80 branches participated in the three-day meet which discussed on areas such as the Constitution, human rights, legal administration and business law.
