THE ruling Nepali Congress (NC) party, to address the ongoing Maoist insurgency, has unveiled its views, approach and strategy. In an all-party meet in Lalitpur the other day, Spokesperson of the NC, Narahari Acharya, dwelled on the approach and strategy concerning the Maoist problem by analytically presenting the beginning and growth of Maoist insurgency, its nature, affiliation, modus operandi and goal. The NC termed the Maoists activities as terrorist activities perpetrated by extreme rightist and extreme leftist elements for their vested interests. The NC strategy paper, furthermore, stated that the Maoist insurgencys ultimate objective is to defame, sabotage and overthrow multi-party democracy. Democracy allows all to carry out political activitiesbut in an open and peaceful manner. The Constitution of the Kingdom of Nepal has guaranteed these rights to all Nepalese citizens. When opportunities are provided to carry out political activities peacefully and openly, the Maoists violent activities like intimidating and killing people and robbing and destroying public property are definitely against the national interest, peoples rights and democracy. In democracy, the rights of all sections of society are protected. Similarly, activities to defame and sabotage multi-party democracy will not only be constructed as unconstitutional attempts to deny the people their fundamental democratic rights but also deemed as unlawful under the existing laws. As such, the partys analysis and strategy to solve this problem are correct and appropriate. Moreover, since it has been directed against democracy, all political parties and people with faith in the present constitution must counter this insurgency collectively. The government and political parties have already agreed that the Maoist insurgency is a national problem and has to be tackled accordingly in the larger interest of the country, democracy and the people. The government has already taken a two-pronged approach for the resolution of the problem. First, through peaceful dialogue. Secondly, if the Maoists still refuse to hold talks and continue with their violence, the government has given a clear warning to them that it is duty bound to use other means to contain their terrorist activities. Since the present approach and strategy were unveiled by the ruling NC in the all-party meet, they are the governments approach and strategy to contain the insurgency. Now that all political parties seemed to have agreed to the ruling NCs approach and strategy, they can also be termed as national-level approach and strategy against Maoist insurgency. However, since the governments efforts alone may not be sufficient to effectively solve the festering problem, it looks to reason for all political parties and people, in the larger interest of the nation and democracy, to extend their full cooperation and strong support to the government.
