HM’s Message

HIS Majesty King Birendra Bir Bikram Shah Dev expressed deep concern over the country’s current political situation and deteriorating security system and said that peace with security is essential for development and progress of the society. In a message to the nation on the occasion of New Year 2058 Bikram Era, His Majesty the King quite rightly said that primarily responsibility of the state is to function within the framework of a just and equitable polity, safeguarding the lives, property and freedom of its citizens. As observed by His Majesty the King, the first and foremost objective and responsibility of the government are to protect the lives and property of the people and maintain law and order in the country. At a time when some elements have been trying to create chaos and anarchy by unleashing terror and violence in different parts of the country, His Majesty’s concern over the law and order and security of the people is indeed heartening. Peace and security are, no doubt, the most essential prerequisite for development and consolidation of democracy. His Majesty’s government is also serious about the law and order and security system of the country and has acted accordingly. The government is now engaged in accelerating the pace of development, raising people’s quality of life and consolidating the hard-earned democracy. In this situation, violence and terrorism that have been unleashed by so-called Maoist insurgents in the name of "people’s war" must be controlled and curbed. For this, the government has recently brought about an integrated security and development programme and created security and administrative mechanism with the objectives of providing sense of security, protecting lives and property of the people, safeguarding democracy and people’s rights and carrying out development activities. Nepalese people, by nature, are peace loving and are against violence and terrorism. Nepal is known in the world as the country of peace. But the so-called Maoist insurgents are using the method of intimidation, violence and terrorism to fulfil their vested political and other interests. His Majesty the King’s concerns over country’s security, indeed, reflect national sentiments. Against this background, the government’s efforts to ensure peace and security in the country need to be made further effective. It is now high time that all political parties and people, who believe in the present constitution and multi-party democracy, need to brush aside all their differences and remain united against violence and terrorism in order to provide security to the people and ensure peace and development in the country.
