Output Oriented Checks

THE rate of absenteeism among the government and corporation employees, though not high, is yet quite a problem. The frequent absence of employees hampers with the business of those who come to offices. It is found that many employees absent themselves from office without providing a valid reason. As it is well-known that the leaves of absence granted are privileges and not rights as some employees tend to make it seem. This may be the reason why if anyone absents himself from office, the others take it for granted. The reason for such, despite the provision for a good number of leaves that an employee has access to, is that there is laxity in the manner the presence or absence of the employees are checked. The attendance records, where he/she has to enter his/her arrival and departure, are designed in the old fashion and there is hardly any system to see that an employee does not enter his/her initials after the allotted time. To make the employees more responsible, time and again notices and directives in this regard have been issued. But it seems to have had no effect on some. This is the reason why surprise checks are often carried out. So far such drives have not resulted in the degree of success it should have. But now with the government becoming serious to the problem of absenteeism, it has come up with a set of directives including the presence of the employees concerned in the office latest by 9.15 A.M. in the Valley and 10.15 outside the Valley, among others. The others include being present in the office the whole day and a register maintained in case the employee has to go out for official work. That the government is committed to see that office works are done on time including that of the clients is reflected in the fixed number of days given for completing any particular task. More than anyone else, the people who have business with the various government offices and corporations must be glad that they would not have to make umpteen number of visits to the offices as their works would be done within the specified time. One can hope that, unlike the 16 employees found absent in surprise checks, conducted by the Kathmandu District Administration Office, in the various offices of Kathmandu, the other day, the other employees would be more alert towards their duty and be in office on time, do the official works as directed within the allotted time without harassing those who come to offices with their works. Maybe, better times are here for people who have suffered much in the name of red tape. That the recently announced measures would definitely increase efficiency and discipline among the employees is a foregone conclusion.
