Teachers’ Protocol

PRIME Minister Girija Prasad Koirala called upon all school and university teachers to work with more dedication and determination to create skilled and competent human resources needed for the development of the nation. Addressing a function organised by Nepal University Teachers’ Association in Kathmandu the other day, Prime Minister Koirala informed that the government is contemplating to constitute a separate committee to draft and formulate protocol of teachers at both schools and universities. The Prime Minister’s remarks have come at a time when there is a nationwide debate for the improvement in the quality of our education. Educationists and academicians have attributed the decline in quality of education to, among others, the deteriorating discipline and absence of conducive teaching-learning atmosphere in educational institutions. As pointed out by academicians and educationists, there has been a heavy political interference in the educational institutes. Politicisation in educational institutes is so bad that even recruitment; promotion and transfer of teachers are often made on the basis of political inclination and ideology, irrespective of whichever political party is in power. As a result, teachers tend to win favour of political parties and leaders for promotion and career development instead of proving their competence in the classrooms. Despite huge investment of the government in the education sector, desired achievement has not been made. Thus it is necessary to raise the quality of Nepal’s education. For this, change needs to be brought about in the management of schools and other educational institutes. The government is now working out to hand over the management of schools to civil society so that local community would be responsible for managing and monitoring the schools. This would definitely contribute to maintaining discipline in schools, make schools free from political interference and create good environment for teaching and learning. Teachers play a key role in imparting good education and raising standard of education. Unless teachers themselves do not maintain discipline, the quality of education cannot be improved at all. The code of behaviour for teachers is an innovative idea in order to maintain discipline and conducive teaching-learning atmosphere in schools and universities. For this, the government, political parties and teachers need to be serious and cautious and work together for the common cause of the nation. It is certain that the nation cannot be developed without skilled and competent human resources in the country and such human resources cannot be created without raising the quality of education.
