Security For Development

MINISTER for Local Development Govinda Raj Joshi said that His Majesty’s Government has decided to mobilize the Royal Nepalese Army in some insurgency affected districts of the Kingdom under the Integrated Security and Development Programme to assist development and construction works. Addressing a public function in Damauli of Tanahu district the other day, Minister Joshi said that His Majesty’s Government is committed to protect the lives and property of the people, carry out development activities in the rural areas and uplift the social and economic condition of the rural population. Under the integrated security and development programme of the government, the Royal Nepalese Army would provide a sense of security to the people and protect the development infrastructure and construction works. The mobilisation of army could not be avoided as violent activities in the name of Maoist insurgency disrupted development programmes.

Development is not possible without peace and security. Moreover, people have been intimidated not to participate in the development programmes. The violence and terror unleased by the Maoists have pushed the development of the country backward. In this situation it has become necessary to take strict measures to maintain law and order, provide security to the people and protect development infrastructures. The strength of existing police force seems not adequate to control insurgency. Thus the mobilization of army became imperative. However, some voices of discontent have been heard against the decision to mobilize army in insurgency-affected areas. But majority of the people in the affected areas have demanded mobilization of army to maintain peace and security and carry out development programmes smoothly. Now we have two alternatives—to let the people become captive of violence or make them free from fear and intimidation. The government, which is democratically elected by the people, is accountable to the people and cannot ignore the popular demand. Moreover, the most important job of the government is to maintain law and order and protect lives and property of the people. The integrated security and development programme is the package to provide security as well as create a conducive atmosphere for development. Nepal is already one of the poorest
countries in the world. Today’s need is to make collective efforts for the sustainable development of the nation. Peace and security are a must for development. The government is seriously working for peace, security and development through integrated security and development programme. It is the responsibility of all to cooperate with the government in its efforts for nation building.
