Lack of secretaries in Ramechhap VDCs creates problems to locals

Manthali (Ramechhap), Oct. 28: With no secretaries in 16 different VDCs out of a total of 55 in Ramechhap district, locals have been inconvenienced as they are unable to get their administrative works done swiftly.

Due to lack of secretaries, one VDC secretary seems to have been entrusted with the responsibility of the tasks of four VDCs in some parts of the district. The people’s representatives as well as the locals are compelled to visit homes of the secretaries to get their works done now.

The vacant posts of VDC secretaries are unlikely to be filled as the government has adopted a policy to gradually freeze the posts when they are vacant. The VDCs lacking secretaries include Bhirpani, Bhuji, Saibu, Duragaon, Makadum, Pirti, Puranagaon, Pingkhura, Majhuwa, Tokarpur, Doramba, Gumdel, Betali, among others.

Secretaries, who have taken the responsibility of carrying out the works of other VDCs, say that they are overburdened with the works and they are also unable to deliver services efficiently.

"As we cannot reach all the VDCs even once a month due to difficult geographical situation, people face the problem," says Dhruba Karki, secretary of Gunsi VDC, who looks after another two VDCs.

"Since District development Committee (DDC) has no way out except making

the working secretaries look after other VDCs, some secretaries have been entrusted with the additional responsibilities on the basis of their capabilities," says Local Development Secretary at Ramechhap DDC Ani Rudra Mandal.

Mandal, further says that the DDC has already informed the concerned Ministries and Public Service Commission regarding the vacant posts of secretaries in the district.

Meanwhile, RSS adds; the two-day seminar on the role of the VDC secretaries in making registration personal events more effective concluded here recently

The seminar organized by Parsa district development committee with the cooperation of UNICEF Nepal was participated in by the secretaries of 82 VDCs of Parsa district.

At the seminar the VDC secretaries were familarised the problems faced in registration of births, deaths, mariages, divorce, etc and ways of resolving the problems.

Likewise, the 5th village council meeting of Jurapani village development committee has passed a budget of Rs 1,553,500 for the current fiscal year.

On the occasion, the students passing the S.L.C. examinations as well as intelligent students of the backward communities were given prizes and certificates.

Chairman of Jhapa district development committee Arjun Rai was chief guest of the village council meeting.

Likewise, the village council meetings of Kohawara VDC and Gaurigunj VDC passed budgets of Rs 2,092,435 and Rs 1,511,085 respectively.

Meanwhile, Syangja DDC member Shivaram Pathak, inagurating the 10th village council meeting of Sirsekot VDC recently, said the campaign launched by the Maoists for the people’s representatives to step down from their posts have badly hampered the development works. The village council meeting also passed a budget of Rs. 1,233,400 for the fiscal year 2058/59 presented by VDC chairman Dik Bahadur Gurung.
