Discussions on Home, Local Dev Ministry heads end Kahmandu, Sept. 11 (RSS) Discussions concluded at the meeting of the House of Representatives today on the headings of the Ministry of Home and the Ministry of Local Development under the Appropriations Bill 2058. Altogether 66 MPs took part in the discussions. Seventeen MPs took part in the discussions today. The MPs taking part in the discussions today said that the law and order situation in the country was very grave, the country was hurting from Maoists terror but what the government was doing was only gathering data on those killed, it was not sensitive towards the possible disruption of dialogue with the maoists nor was it serious about controlling narcotic drugs, many among the youngsters had been drawn towards the Maoists as a result of the incompetence of the government, the Maoists had forced local peoples representatives to resign, the Home Ministry had become helpless and the government was unsuccessful in ensuring law and order, eliminating corruption and providing good governance. They said that Home Ministry policy should be effective, honest and efficient administrators should be sent to the districts, a northern border administration office opened, the arbitratry transfer, promotion and posting of police personnel prevented to boost their morale and the problem of Tibetan and Buhutanese refugees resolved. Similarly, MPs from the opposition benches taking part in the discussions on the Ministry of Local Development said that the budget amount going to the Ministry should be evaluated, genuine landless squatters had not been identified, citizenship should be given to the terai people, the programmes launched with foreign cooperation improved, the integrated development and construction programme should be withdrawn as it has not turned out as expected, budgetary allocation should be made in equitable manner on the basis of geographical regions, the various languages protected and the remote region development board brought within the purview of the development council act. They also said that no attempt had been made to ensure competence among the representatives on the local bodies, nothing was done at the local bodies in line with the principle of decentralisation, the budget allocation for such bodies had not been proportionate, no attempt had been made to amend the laws which run counter to decentralisation, the garbage disposal problem of Kathmandu has not been resolved and there was corruption in awarding contracts for development work under the local bodies. MPs taking part in the discussions included Mahendra Bahadur Panday, Dilli Raj Khanal, Dharma Nath Prasad Shah, Nar Bahadur Budhathoki, Til Kumar Menyangbo, Tirtha Gautam, Krishna Prasad Dahal, Ganga Prasad Nepal, Lal Babu Pundit, Suresh Kumar Karki, Shiva Bahadur Deuja, Ram Chandra Yadav and Besant Kumar Nembang. Similarly, the MPs belonging to the treasury benches said that the law and order situation was far from satisfactory, one had to go along with those not abiding by the constitution, industry and trade were being ruined, though highways had been blocked by landslide and flash floods triggered by incessant rain the government was not sensitive about this, countering of the maoists in various parts of the country was welcome and rural roads should be built. MPs from the ruling party expressing their views were Ram Bahadur Bista, Mohan Bahadur Busnet and Dilli Raj Sharma. Krishna Charun Shrestha of the Rastriya Prajatantra Party (RPP) also took part in the deliberations today. The House of Representatives is scheduled to discuss appropriations under the Ministry of Physical Planning and Works when its meeting commences at again at 11 a.m. Tomorrow. Other Stories
