At a time when the country is facing the state of emergency due to terrorism and all the state machinary is being employed to defeat the terrorists, the government it seems is not as serious as it ought to be when it comes to reducing public expenditure. When the Public Expenditure Review Commission last year recommended for bridging or cutting down unnecessary ministries, departments and offices, the government then said it would go by the commissions recommendations. But in practice it is not happening. With the noble aim of decreasing public expenditure the government decided to close down some offices and merge the departments under the Ministry of Housing and Physical Planning. But in practice, political leaders are putting immense pressure for not closing down the offices that are located in their resective districts. The reason is obvious they are employing their party workers and are at times taking undue advantages from such offices. Rishi Ram
