Dispose Waste Properly

We pay the people who come to collect the kitchen waste or any of the sorts hoping that they take it to the proper dumping sites for diposal. What puzzles me is that they dispose the dirt into the already stinking rivers. Having resided on one of the riverbanks, I was shocked the other day to see the rubbish boys doing this rubbish practices. The river being at less than a stone's throw, couldn't I have hurled the waste form my rooftop? therefore, the Kathmandu Metropolitan City authority should regularly monitor such activities and punish the guilty of the offence.
