Meet on human rights laws organised

Rajbiraj, Feb. 12 (RSS): A colloquium on "the international humanitarian laws and the international Human Rights laws in which Nepal is a signatory" was organised here on Monday under the aegis of Human Rights and Peace Society (HRPS).

Inaugurating the seminar Rajbiraj Appellate Court Judge Shamanta Singh Bogati said nobody can thinks of revocation of the Human Rights in spite of the fact that some of the clauses of fundamental rights provided for by the constitution have been suspended.

Saptari DDC chairman Dinesh Kumar Yadav remarked that the enforcement of the state of emergency has no serious impact on the people exercising fundamental rights.

CDO Dhruba Raj Wagle noted that the first and foremost duty of the government is to maintain peace and security in the country and democracy. The Constitution will be finished off in the absence of law and order, he added.

Major at the Sri Meher Company Uttam Rupakheti called for unity to overcome the problem of terrorism.

President of Human Rights and Peace Society Krishna Pahari was on the chair.


Micro-hydel scheme completed in Baglung

Kathmandu, Feb. 12: The 24 KW Gaundi Khola Micro-Hydro Demonsgration Scheme in Baglung has finished construction & installation works and hasl started test generation.

Generated electricity with 82 lbs of water; and 58.5 m head through a 1127-m long lined canal, will benefit 250; households of Ward Nos. 4,5,8 & 9 of the Dhilapati VDC. Apart from this structure like intake, desilting basin, fore bay tank, overflow canal, headrace canal, power house and tailrace canal have also been constructed for proper functioning of the scheme. The transmission and distribution has been done through a 11,825m long low voltage lines with the use of 212 steel and wooden poles. During the power generation period the waste water will be fed into the river through the tallrace canal and during non-generating hours, the excess water will be fed into an irrigation canal through the overflow canal to irrigate 5 hectors of arable land states a press release issued by Baglung REDP today.

The togtal cost of the schemes is Rs. 31,24,636 with stakeholders being HMGN, REDP (UNDP), DDC, VDC, ADB/N and community people. The scheme which will be managed and run by Gaundi Khola Micro-Hyudro Functional Group with technical support from DDC, REDS,l Baglung was installed by UCS, REDP has also provided an additional amount of Rs. 2,50,000 for; the establishment of electricity based enduses.

Rural Energy Development Programme (REDP) which has been implemented via HMGN Ministry of Local Development, NPC, WECS and UNDP with the objective of sustainable and holistic development of; rural community for poverty reduction through the development of renewable energy technologies (Mainly Micro-Hydro) is unclear implementation in 10 rural VDCs of Baglung (Tamen, Bhimgithe, Gwalichaur, Dudilabhati, Tangrem, Sarkuwa, Rangkhark, Palyun, Dhullubanskot and Hugchehir) for the past five years.


Agricultural census in Ramechhap today

Ramechhap, Feb. 12 (RSS): The National Agricultural Census-2058 is to be launched in Ramechhap district from February 13.

Under the first phase of the National Agricultural Census-2058, agricultural statistics will be collected in 70 wards in 40 of the total 55 Village Development Committees Of Ramechhap district.

The census is being launched with the objective of collecting datas of the land being cultivated by a single family and the crops being cu;ltivated by them.

The National Agricultural Census-2058 will help to understand the overall agricultural position of the district, according to district agricultural census officer Keshar Bahadur Karki.

At present the census is being collected at Namdi, Gauswara, Lakhanpur, Tokarpur, Doramba, Daduwa, Fulasi, Rampur, Okhreni, Deurali, Bijulikot, Naagdaha, Saipur, Duragaun, Sukajor, Khimti, Tilpung, Ramechhap, Sunarpani, Chisapani, Gunsi, Khaniyapani, Rakathum, Bhatauli, Pakarbas, Manthali, Bethan, Dhimipokhari, Hilepokhari, Hiledevi, Khaudadevi, Mafuwa, Makadum, Bhirpani, Rasnalu Thosi, Chuchure, Bambi, Gumdel, Kubukasthali and Preeti VDCs.

Altogether 20 enumerators and five supervisors have been deployed to collect the Census-2058 by the end of 2058 B.S.

A nine-day training programme has also been organized for the enumerators and supervisors involved in the National Agricultural Census-2058.

The National Agricultural Census-2058 is being launched in the hilly and terai districts of the Kingdom of Nepal.


Projects under education, tourism reviewed

Kathmandu, Feb. 12 (RSS): Minister for Culture, Tourism and Civil Aviation Bal Bahadur KC today presided over the annual progress review meeting for 2000-01 and first four monthly review of 2001-02 for departments and offices under his ministry.

On the occasion, the progress of 25 projects implemented in 2000-01 and 20 in the current fiscal year were reviewed.

On the occasion, Minister KC gave directives to complete implementation within the scheduled timeframe and said stern action will be taken against officials not completing their assigned responsibility within the stipulated time without any valid reason and those not sending in the progress report.

The review meeting of the ministry held for the first time after a gap of two years will be held every month hereafter, it is learnt.

Meanwhile, a meeting held under the chairmanship of Minister for Education and Sports Amod Prasad Upadhyaya on Monday reviewed the first quarterly and bi-monthly progress of the on-going projects and programmes being carried out under the Ministry of Education and Sports in current fiscal year.

On the occasion, Minister for Education and Sports Upadhyaya pointed out the need for making optimum unitilisation of the financial resources in the implementation of the government projects.

He also called for developing a sense of ours while implementing any government project in order to receive tangible outcome.

The provision of providing education free of cost to the people of downtrodden community should not be forgotten while preparing a national budget for the coming fiscal year, he said.

Member of National Planning Commission (NPC) Nirmal Prasad Pandey said even though progress in percentage seems to be satisfactory, exact impact of the development projects on the society and its people should be reckoned.

Secretary at the Ministry of Education and Sports Lava Kumar Devkota called on the projects chiefs to be alert on achieving cent per cent progress.

The meeting was attended by NPC member Nirmal Prasad Pandey, the representatives from the Ministry of Finance,
the Ministry of General Administration, the Department of Education and various projects and councils under the Ministry of Education and Sports.

The progress review reports of nine projects under the Ministry of Education and Sports was completed during the meeting of the ministerial level development problem resolution committee.
