Why Beat The Beggars?

It is saddening to note that our metropolis security personnel are very much rude towards the handicapped beggars in Pashupati area of the city. It is said one should be sympathetic to poor, insane and the women. But the metro police always chase the beggars who have neither houses nor anybody to look after. Whenever the poor beggars see those men with sticks, their hearts start beating high for fear of being expelled from the Pashupati area or looted by them. Is it any crime for being poor beggars that they suffer from the brutality of the metro police? The concerned authority needs to warn the metro police from misbehaving the beggars.
