UML congress backs general
secretary's leadership JANAKPURDHAM, Feb. 4: The proposal for general secretary as the chief of the CPN-UML presented by outgoing chief of the party's Organisation Department Amrit Bohara was unanimously passed at the seventh National General Convention of the party here today. Bohara's proposal was approved after KP Sharma Oli, who had presented a proposal for the presidency system, withheld his proposal. Oli announced that his proposal was withheld after outgoing
general secretary Madhav Kumar Nepal said that recommendations from everyone would be
incorporated in the amended constitution. Oli said that the proposal was withheld unconditionally for the sake of party's unity and that he would continue the campaign to democratise the party as per the 21st century. Outgoing spokesman Pradip Nepal said in the party's constitution the National Council will be consolidated which will have to implement the recommendations of the central committee and will play the planning role for the central committee. Coordinator of the convention publicity sub-committee Iswar Pokharel disclosed that tomorrow the election for the central committee will be held and the report of the central auditing, discipline inspection and advisory committee will be presented in the closed session. Earlier at the closed session the proposal for continuation of the general secretary as the chief presented by Amrit Kumar Bohara on behalf of the dissolved central committee received an absolute majority. Informing journalists, joint coordinator of the general convention publicity committee Raghuji Panta made it clear that the proposal for amendment in the party constitution could either be unanimous or decided through elections. During the close session, Bohara presented the constitution amendment proposal for a general secretary as the chief while KP Sharma Oli presented the proposal for a president as the chief of the party. During discussions on the proposals, groups were divided up into teams with Binda Pandey, Rabindra Adhikari, Ram Kumari Jhankri, Radha Gyawali, Jayanti Rai, Prakash Jwala, Pashupati Chaulagain, Ramanath Dhakal, Lalbabu Pandit and Rakam Chemjong as the team leaders. At the closed session that began under the chairmanship of
Amrit Bohara, Bharat Mohan Adhikari gave a brief explanation on the historical aspect of
the Nepal Communist Party constitution. The proposal approved by the convention also states that while looking for such alternatives attention should be given to the achievements of the 1990 Popular Movement, respect for the sovereign rights of the people, dialogue and consensus for selecting the right alternative and not limiting oneself to just one alternative for resolving the entire problem. Describing ceasefire and talks between the government and Maoists as positive, Nepal has, in his report, said that the ceasefire should be implemented honestly. The talks should be significant and result-oriented and for this the talks should be transparent and based on national consensus and they should give a progressive direction to the country.
