Expensive Doctors

A few weeks back the Health Ministry introduced provisions regarding the fee of the doctors. The news mad everybody and they were hoping that the fees charged by the doctors in the private clinics would be reduced soon. But when I went to see noted doctor at his clinic the other day, I was astonished when the doctor charged Rs. 250 for my check-up. Rules are made to be violated. Can't the Ministry enforce the new provision more effectively so that no doctor will ask for hefty amount of fees?
