UML chief visits controversial Indian dam KAPILVASTU, Mar. l3: CPN-UML general secretary Madhav Kumar Nepal made an on-site inspection of the Mahalisagar dam being built by India in the border areas of Kapilvastu district in such a way that Nepalese land will be inundated. Talking to journalists after the inspection, Nepal said the dam construction should be carried out to benefit the people of both countries. He stressed that construction should take place only through consensus between technicians from both countries. rights' KATHMANDU, Mar. 13: The National Human Rights Commission (NHRC) organised a two-day orientation programme on human rights and humanitarian laws here today. Regional administrators from all the five development regions of the Kingdom and chiefs of human rights cells of security bodies are attending the orientation programme. Speaking on the occasion, NHRC chairman Nayan Bahadur Khatri said that all the state mechanisms should be capable and conscious enough in establishing the rule of law. He added that human rights would be protected and promoted only in such a condition. NHRC member Dr. Gauri Shankar Lal Das stressed that all sides should adhere to humanitarian laws in a conflict situation. Another NHRC member Sushil Pyakurel expressed the view that the discussions among the responsible persons from all bodies would play an important role in the preservation and protection of human rights in the coming days. Secretary at the Ministry of Home Tika Datta Niraula said that incidents of human rights violations would decrease if the situation of conflict could be transformed into permanent peace. At the programme, acting secretary of the NHRC Kedar Prasad Poudel informed the participants of the role of the CIAA. Meet discusses flood information system RSS KATHMANDU, Mar. 13: A high level consultative meeting on 'The development of a regional flood information system in the Hindu Kush-Himalayan Region' was held from 10-13 March. The meeting was jointly organised by the International Centre for Integrated Mountain Development (ICIMOD) and the World Meteorological Organisation (WMO), according to a press release from ICIMOD. The meeting was co-hosted by the Department of Hydrology and Meteorology of Nepal and supported by the US Agency for International Development/Office of Foreign Disaster Assistance (USAID/OFDA) and the US Dept. of State Regional Environmental Office for South Asia. High level delegates from eight Hindu Kush-Himalayan
countries, Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal and Pakistan and
representatives from international organisations from the US, UK and Thailand as well as
representatives from various donor agencies participated. The meeting discussed the draft project document on "The establishment of a flood information system in the Hindu Kush-Himalayan Region" and adopted a resolution and an action plan for further implementation of the project. In the resolution the participants agreed on the urgent need for improved hydrological and meteorological forecasting to provide timely and accurate flood information for saving lives and property from flood induced disasters in the Hindu Kush-Himalayan Region. The members noted the value of the existing bilateral agreements between countries, and agreed on the need to strengthen and built upon these within the framework of the project. The members also agreed to further hold consultations in each of their countries to refine the project document to be submitted for approval to their respective governments. The participants called upon ICIMOD and WMO to provide support for the further development of the project.
