Japanese Prime Minister Yoshiro
Mori is coming to Nepal on a few hours official visit. That the Japanese Prime Minister
has decided to visit Nepal for the first time is in itself a big achievement for us. A few
month back Nepal could not lure the U.S. President who spent a few days around us. Many
knowledgeable people in Nepal had interpreted it as a reflection on Nepal's political
leaders. That Mori has decided to visit Nepal is a clear manifestation of Japanese
goodwill as well as concern for the poor millions of Nepalese. It is indeed a historic
event for Nepal. That it should have taken so long for a Japanese Prime Minister to come
to Nepal clearly proves unreadiness on the part of Nepal to receive him. Even now the
lukewarm preparations made by the Koirala government to receive a friend of Mori's stature
speak volumes of the force that dominate the mindset of our decision makers. They have not
been able to realize that the foreign policy dictated by her unenviable situation till few
decades back can no more be as valid in the changed global context and atomic development.
What Nepal has gained and what has she lost in the last more than five decades must be
assessed objectively and dispassionately before she formulates her over all foreign policy
for the new millennium. It cannot be denied that Japan is not only a benefactor but a good
friend. The Japanese Prime Minister may request Nepal to support its candidature for the
Security Council. Since there is no other way Nepal can express her gratitude to Japan, no
other consideration should outweigh her decision to extend her cooperation to the request.
We do sincerely hope that the Nepalese rulers will not falter this time. Even though his
visit is short, we wish Mori a very happy and fruitful visit.
