Weak
Leadership From the day he took office, Prime Minister Krishna Prasad Bhattarai has
failed to inspire the people by his leadership (Old Man In No Hurry Spotlight February
11). In fact, since he could not impress people by his action, Bhattarai resorted to
speaking through his hats, trying to win people's heart. But nobody is taking his words
seriously anymore. Sooner Bhattarai steps down, better for the country. Bijaya
Shrestha No Wonder It is no wonder that the present Bhattarai government has failed to deliver
the goods (Old Man In No Hurry Spotlight February 11). When the leader fails to break down
the barrier between himself and the people by relying on the judgements of his coterie who
are guided by vested interests, there is hardly anything that he can do. Sajan

A Chance Just because he is ill does not mean that Prime Minister Krishna Prasad
Bhattarai has lost all the credibility (Old Man In No Hurry Spotlight February 11). Your
magazine has betrayed a partisan angle by vociferously demanding the ouster of the
Bhattarai government. Come on, it is not even a year that he has held the reins of power
and you are already counting him out. Such news only provide fuel to the fire being raged
unnecessarily by a section of Nepali Congress leaders loyal to Koirala. Dinesh

Drama At present, the country seems to be lacking any government (Old Man In No
Hurry Spotlight February 11). Without being biased it can be said that the Bhattarai
government has failed to maintain law and order, speed up development or bring any relief
to the people in general. On the contrary, prices have been hiked. The only credit the
present government deserves is its decision to oust polluting three-wheelers from the
capital. Is it because of the lack of leadership? If so, then Nepalese people have had

Not The Issue The issue at hand is not the deteriorating health of Prime Minister Krishna
Prasad Bhattarai (Old Man In No Hurry Spotlight February 11). The fact is even when
Bhattarai was in good health when he assumed the office, he has been unable to direct the
course of the nation. Lack of leadership qualities, excessive dependence on
constitutionally illegitimate institutions like advisors and coterie have all added up to

Pashmina Potential It seems Pashmina exports can boost the foreign exchange earning of the
country if dealt carefully (New Opportunities Spotlight February 4). It is hoped that
concerned authorities take judicious decisions so that Pashmina will not repeat the fate
of carpet export. Sustained partnership between the authorities and the private sector can
realize the potential thrown open by the Pashmina. Janak

Coordination The new approach on re-registration of vehicle number is commendable as it
has helped the government to collect the past tax dues. However, this was not linked to
know the problem of where about status (or lost) of the government vehicles. The step
could be easier and forceful, and would have been even easy for updating just making
related ministerial recommendation as mandatory for the re-registration of the government
vehicles. Similarly, problems in other front could have been addressed by giving a
reserved mid number for all the vehicles under tax exemption. This would have made the
uses of the tax freed vehicles transparent and would have made it difficult to give it in
contracts. The other regulatory functions as different number system (mid-number) for
vehicles under the local government units would have solved the mis uses of those vehicles
whose charges are currently refered to the central governments. Hence separate
accountability could be assessed It is not yet late to remove or patch such non
coordination or policy gaps. This also calls for impact assessment of activities in a
wider horizon to address the diverse issues with minimal interventions. Mahesh
