EDITOR'S NOTE

A couple of recent appointments can bring about substantive changes in our bureaucratic workings. The appointment of Pradeep Shamsher Rana as the Chief of Nepal Police is indeed a regular administration process. But the appointment of Surya Nath Upadhya as the Chief of Commission for Investigation of Abuse Authority could prove to be quite significant. Since Upadhya is an experienced ex-bureaucrat himself, he can easily spot out the irregularities committed knowingly or unknowingly by the politicians and civil servants. And he knows well how the country is gripped in corruption and abuse of authority. This is a big honor bestowed upon him. More than twenty million poor Nepalese are looking upto him to spare the country from the repeats of Dhamija scandals and tradings of parliamentarians. Does he have the guts to rise up to the occasion and book the culprits? Similar authorities in other countries have performed some commendable jobs. Upadhya has nothing to lose. He will not only earn the gratitude of his millions of poor countrymen but carve a permanent niche for himself in the history of his country as an honest and patriotic Nepal. Assuming he will not fail and disappoint us we are extending a very warm felicitation to him hoping he will not give us any opportunity to malign him. If the constitution or corrupt politicians try to create hurdles in his workings, we hope, he would not think twice to quit his post.

Rana, the new police chief should be fully aware of the shortcomings and failings of his organization. The image of Nepal police is not very clean. Rana, has not only to refurbish that image but give some solid assurances to the people that they will be able to walk the dark and dingy alleys of Kathmandu without any fear and enjoy a sound sleep during the nights. It may be a tall order. But that is what he has to do. We do sincerely hope and trust that Rana will breathe new life in his organization. May God be with him.

The contest for the Presidentship of Nepali Congress is assuming a ludicrous scenario. The contestants, at the moment, seem to be Prime Minister Girija Prasad Koirala and former Prime Minister Sher Bahadur Deuba. Five decade long politicking has given Girija a certain stature. As a student leader whatever stature Deuba had been able to earn has already been totally smashed after his prime ministerial assignment. His stint as the chidf executive of the country was the most stinking period after the restoration of democracy. Not that his rival has a comparatively fair image. But he has the organization, the money and the muscle and more important, the power of authority in his favor Deuba's biggest support is Krishna Prasad Bhattarai, who himself is not match for Girija Prasad. Attaching himself to Bhattarai's apron strings if Deuba thinks, he is going to defeat Girija, there can be not bigger dunce in the world than him.

We have again and again exhorted the cleaner, more honest and patriotic younger generation in the Nepali Congress to unite and fell the rotten leadership once and for all. But, it seems, Nepali Congress is totally devoid of proud and patriotic young men. The present second generation leaders like Deuba have most been tried and proved to be corrupt and immoral. They are all happy to walk behind the two aging leaders craving for their favors. They neither have any stature not following nor credibility. As such, as reports go, Girija is not losing any sleep over Deuba's challenge. He knows there is no David come to fight the Goliath. It is an insignificant, ant going to be trampled under the giant's feet.

The two day Bandha called by a group of leftist parties is nothing short of an anti-national act. The leaders of these parties do not suffer as they have enough to fall back upon. It is the poor people who are badly affected, those who earn their daily bread have to be hungry. This is not the right way to put pressure on the government. If they are even a fraction patriotic they must call off the Bandh. The Bandh will be a big set back.
