APPOINTED: Shushil Ghimire,
joint secretary at the Ministry of Information and Communication, as the Chairman of the
board of directors of the Rastriya Samachar Samiti (RSS). DIED: Devendra Raj Upadhyay, former Secretary and diplomat, at the age of 76 in the capital Wednesday. He had authored more than one dozen books on religion, culture and other disciplines. He is survived by his wife, three sons and a daughter. Lokraj Joshi, former
national football player. A Royal Nepalese Army major in the engineer
brigade, was killed this week in a training accident in Nepal involving improvised
explosive devices. He was a graduate of the US Army Engineer Officer Basic Course. PROMULGATED: The Civil
